Hey everyone, last update to this saga, but all good news! I'd mentioned how hard it was to give her up but ultimately did the right thing. I kept in touch with the Winnipeg Humane society and they officially updated me that Dezzy found her forever home!

That said, if you adopted her and happen to see this, you are legally required to drop pictures in the comments, sorry, I don't make the rules. Its totally cool if you changed her name!

I hope she has the best life ever, she's such an amazing cat.

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Cody Lance George KLYNE, 38 years of age, a convicted sex offender who is considered at risk to re-offend in a sexual manner against adolescent females.

KLYNE has been released on statutory release on October 14, 2026, after serving a portion of his sentence at Stony Mountain Institution for a violent sexual assault on a 15-year-old female stranger. On February 24, 2023, KLYNE received a sentence of 5 years and 104 days (in addition to pretrial custody credit of 3 years and 261 days). A lifetime weapons prohibition was also imposed.

Upon statutory release, KLYNE will be subject to conditions imposed by the Parole Board of Canada.

He is expected to take up residence in Winnipeg, Manitoba. Although KLYNE participated in some treatment programming he is considered at risk to re-offend in a sexual manner. Adolescent females are at risk of sexual violence.

This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at Mr. KLYNE will not be tolerated.

In August of 2020, KLYNE committed a violent sexual assault on a 15-year-old female after having approached the victim and another female adolescent with a knife. KLYNE was a stranger to the two victims involved in the incident. The incident involved threats, sexual violence, and forcibly confining the 15-year-old victim in a secluded area. The offence demonstrates a serious escalation in the severity in KLYNE’s offending cycle.

News Repeat sex offender accused of breaking into 3 Osborne Village homes through windows

Post image
• Upvotes

Winnipeg police have issued at least 4 community notifications about him since 2022

A man previously convicted numerous times of sex offences against women and girls — some of them targeted at random — allegedly broke into three different Osborne Village homes last month and took off when confronted by homeowners.

Officers arrested Curtis Leroy George, 34, on Princess Street on Tuesday after an investigation by the Winnipeg Police Service's property crime unit, a Wednesday news release said.

He was charged with three counts of breaking-and-entering with intent and four counts of violating probation. George was detained in custody.

Winnipeg police refused to confirm to CBC News that the man charged is the same Curtis Leroy George they previously characterized as a convicted sex offender considered a high risk to reoffend in at least four community notifications since 2022, including last winter.

In the recent offences, George is alleged to have broken into three separate residences on Stradbrook Avenue, between Harkness Avenue and Scott Street, between Sept. 13 and 14.

The intruder forced his way in through a window each time, police allege, and in two of the incidents he took off after being confronted by homeowners inside. The release did not say what happened in the third break-in.

None of the homeowners reported injuries to investigators, police said.

Despite the case initially being investigated by the Winnipeg police property crimes unit, none of the homeowners reported any property being stolen, the release states.

George has a lengthy criminal record that goes back to at least 2010 and includes convictions for sexual interference and criminal harassment.

He has previously been convicted six times for sexual assault, seven times for assault and once for committing an indecent act, police said previously.

In a case from 2011, George sexually assaulted five random women while they were jogging or walking. He was also convicted of sexual interference involving a 13-year-old girl. He was sentenced to two years.

In 2016, George stalked, harassed and exposed himself to a woman near where she worked. He was sentenced to two years in 2018.

He exposed himself to a woman at a bus stop with her young daughter in 2022 and was sentenced to just under one year.

The most recent community notification about George was issued by the Manitoba Integrated High Risk Sex Offender Unit — a joint Winnipeg police and RCMP unit — in mid-February.

That notice suggests he was released from Milner Ridge Correctional Centre after serving a 1½-year sentence for sexually assaulting an adolescent girl in Thompson, and was expected to live in Winnipeg.

That assault contravened pre-existing probation orders to stay away from anyone under 16 without written approval from probation services.

When he was released in February, George was described as a "violent" and "untreated sex offender" at a high-risk to reoffend against women and girls.

He was also ordered to be under supervised probation for 18 months, which required him to avoid contact with anyone 16 or younger unless supervised.

George also has two lifetime weapon prohibitions.

Police said in February that anyone with information about George could contact the Manitoba Integrated High Risk Sex Offender Unit at 431-489-8056.

Politics CBC Manitoba to host Winnipeg mayoral debate on Oct. 21

Debate will air live on CBC TV and radio; also available online, on CBC Gem and on YouTube

Your city. Your vote. Winnipeg candidates vying to become the next mayor will meet in a debate on Oct. 21 starting at 6 p.m.

Marcy Markusa, host of Information Radio, will moderate a debate between three mayoral candidates ahead of the Winnipeg municipal election.

CBC Manitoba has limited participation in the debate to those candidates who are polling above 10 per cent plus or minus the margin of error among decided voters, according to the Sept. 18 poll from Abacus Data (previously Probe Research). To best serve our audiences, we need to explore the issues and candidates' ideas with the depth that they deserve. Including all eligible candidates in the debate would limit the opportunity to do that.

As of the close of nominations on Sept. 22, 12 mayoral candidates were eligible to appear on the ballot: Chris Clacio, Scott Gillingham, Tracey Drexler, Johnny Calderon, Mike Vogiatzakis, Joshua Pagdato, Umar Hayat, Brad Gross, Don Woodstock, Mazher Alam, Noah Redden and Kevin Klein.

The candidates participating in the debate are Scott Gillingham, Kevin Klein and Michael Vogiatzakis.

This debate is just one part of CBC Manitoba's broader election coverage. CBC has extensively covered the mayoral race for weeks ahead of the election, including reporting major policy announcements on all CBC platforms. CBC will also conduct feature interviews with all of the mayoral candidates, which will air on television, radio, and online (YouTube and cbc.ca) leading up to election day.

Where to watch and listen to the debate:

Online: CBC GEM, YouTube and cbc.ca/manitoba

TV: CBC Television (check your local listing for channel)

Radio: CBC Radio One in Winnipeg on 89.3 FM/990 AM or listen online

Article/Opinion MPI leadership not fooling anyone by forcing PUB’s hand

Thumbnail
winnipegfreepress.com
26 Upvotes

It is not a question you will hear raised at Public Utilities Board hearings into Autopac rates, but you can bet it’s the one on most people’s minds.

When will the NDP government step in and repair leadership at Manitoba Public Insurance? For the third year in a row, MPI has limped into PUB hearings like a badly damaged vehicle that should have been written off years ago.

This week, the Crown corporation’s chief actuary admitted the 2.38-per-cent increase requested for the 2027-28 fiscal year was too low, in part because of the impact of last summer’s multiple hailstorms and the premiums MPI pays for re-insurance that protects the public insurer from surges in claims costs.

Chief actuary Cara Low said the rate application was not updated because of “uncertainty.” That is sort of like a firefighter complaining about not being able to do the job because there was too much smoke and flame.

MPI is in the business of managing uncertainty and forecasting the future.

The last major hail event occurred in the last week of July; MPI, working with its brokers and re-insurers, should have been able to come up with a figure before the fall hearings on how much more it was going to cost to buy third-party coverage for weather events.

This was a troubling admission on its own. But it’s significantly more troubling because the previous two years have seen similar acts of sloppiness.

Two years ago, MPI had the audacity to ask the PUB for a two-per-cent basic Autopac rate hike even though its own actuarial data (the complex mathematical and statistical calculations to measure risk and forecast increases in premiums) showed the need for a bigger increase.

Last year, under the oversight of a provincial government committed to “affordability,” MPI tried valiantly to keep increases to basic Autopac rates down to just two per cent, but did that by increasing the deductible for basic coverage and premiums for extension coverage.

As of April of this year, MPI authorized a $250 increase in the basic Autopac deductible. This latest upcharge means the basic deductible has doubled from $500 to $1,000 in just five years.

That would be bad enough, but in one of the most cynical moves MPI has ever taken, it also started charging more for extension coverage to buy a lower deductible.

Interveners at the PUB howled in protest about these changes, largely because the PUB is not legally permitted to control things such as deductibles and extension coverage.

Which brings us to this year and the painful admission that on the opening days of the PUB hearings, MPI’s rate application was woefully out of date. Or, as Low was forced to admit, the application was “wrong.”

“We know it’s wrong. (But) We don’t know how wrong it is for any estimate because we’re forecasting into the future, and no one knows what’s going to happen in the future,” she said.

This is a telling and worrisome admission. Although nobody can predict the future with 100 per cent accuracy, the business of insurance is about generating a picture of the future that is close to accurate.

However, a tentative approach to predicting the future is not the only thing that should worry drivers and the NDP government.

MPI appears to think its only option for managing increased costs is to take more from policy holders, either through PUB-reviewed basic policy premiums or opportunistic increases in deductibles and added coverage the PUB cannot control.

But there are other ways to control costs, such as finding the intestinal fortitude to take a long, hard look at overhead.

It would be wrong to suggest that current CEO Satvir Jatana has turned MPI into the bloated and inefficient entity it is today. Just as she cannot be totally faulted for the nine-figure losses associated with the failed Project Nova information-technology upgrade.

Those accomplishments fall squarely on the shoulders of her predecessor, Eric Herbelin, who was summarily fired in the spring of 2023 after running Nova off the tracks and going on an intensive hiring spree, adding hundreds of positions without any clear idea of what they were expected to do.

Since Herbelin’s departure, however, there has been little progress in reducing head count or finding other cost savings through the claims process, which has been hammered by repair-cost inflation.

At some point, Jatana has to show that she has the vision and commitment to bring MPI operations back to a sustainable level. That commitment seems to be lacking.

Instead, the corporation seems happy to lowball its rate applications in some sort of desperate ploy to let the PUB take the blame when rates increase more than MPI requested.

If that’s the case, it’s a pretty naive strategy. When Autopac customers open their annual rate notices, and see that it’s more expensive to insure their vehicles, they will focus the scorn on MPI, not the regulator that may have forced the corporation to do the right thing.

One year of incompetence could be an aberration. Two years could be bad luck.

But three years of sloppy, inaccurate and poorly argued rate applications is a problem that requires immediate government attention.

Ask Winnipeg First post - Accident

As the title says, I was in a car accident this morning. I was in the Tim Hortons drive thru when I did not pay attention and accidentally tapped the car in front of me.

After review, there was 0 damage to both my car and the other car, who then accused me of being on drugs.

The other car then drove off after I had offered to review and exchange contact info in the parking lot. They had been videotaping the incident after it happened and proceeeded to enter their car and drive away without discussing the accident.

Wondering what could happen to me in this situation?

My besties 6th year sobriety anniversary is coming up. I wanted to plan something for her, she’s said in the past how she’d love for someone to do a surprise something for her so I thought perfect opportunity… I’m asking for suggestions! There would be about 10 of us… I have about $200 to spend but if going for dinner or something like that everyone would cover their own cost of dinner I’d just put the $200 towards a different part of the celebration for her

Thank you kindly for any suggestions

Ask Winnipeg Technical questions about Manitoba hydro's electrical grid.

I have some rather technical questions about Manitobas particular electrical grid. Mostly curious how the high voltage DC link affects grid inertia and how the grid inertia is handled in Manitoba.

Does anybody know where or who or even how I could find out more about this fairly unique power grid that we have in our province?

I have found a few papers on grid frequency stability in Manitoba but nothing addressing the impact of HVDC transmission.
