Legislation 2026 Legislative outlook and review
Hi all, with legislature in session officially, I figured it would be good to go through all of the gun bills up for debate this year. I have taken some of this from the Washington gun law youtube channel (https://www.youtube.com/watch?v=RoUapJtL_do), but I've also added a bit of information surrounding these bills and what they do. At the end I also added some personal opinion around which bills I believe have the best chances to pass.
HB 1386: Imposing a new tax on firearms, firearm parts, and ammunition.
- This bill would impose an 11% tax on all firearms, parts and ammunition sold in the state
- It would also apply IN ADDITION to the normal 10% state sales tax. Brining tax on a firearm related purchase to a whopping 21%
- Tax revenue collected in the first 2 years via this bill is stated to go towards programs focused on gun violence prevention
- https://app.leg.wa.gov/BillSummary/?BillNumber=1386&Year=2025&Initiative=false
HB 1132: Enhancing public safety by limiting bulk purchases and transfers of firearms and ammunition.
- This bill amends RCW 9.41, putting limits on the purchase of firearms and ammunition
- Limits purchases to 1 gun per 30 day period, and 1000 rounds of ammunition in the same time frame (100 rounds for 50 cal ammunition)
HB 1152: Enhancing public safety by establishing secure storage requirements for firearms in vehicles and residences.
- This bill outlines requirements for firearm storage
- Requires that handguns stored in a vehicle be kept unloaded in a locked, hard, opaque case that is affixed to the vehicle. The vehicle must be locked
- Long guns stored in a vehicle must be kept unloaded in a locked, opaque case. Guns kept in soft cases must have a trigger lock. The vehicle must be locked
- Firearms kept in a home must be stored in either a locked safe, or have a locking device installed (trigger guard, gun lock)
- Violating this will result in a $1000 fine, a misdemeanor if a prohibited person takes the gun for use in a crime, or a felony if a prohibited person takes the gun and causes injury to a 3rd party.
HB 1504: Enhancing public safety by requiring financial responsibility to purchase or possess a firearm or operate a firearm range.
- This bill would require all firearm owners to carry liability insurance providing a minimum of $25,000 worth of coverage for any incident arising from accidental or unintentional discharge of the covered firearm causing injury, death, or property damage
- Would require a separate policy for each individual firearm, and each would need to be specifically identified.
- A person can exempt themselves from carrying insurance if they deposit $25,000 with the department of licensing.
- No grandfather clause, so all current firearm owners would be required to carry liability insurance
- https://app.leg.wa.gov/BillSummary/?BillNumber=1504&Year=2025&Initiative=false
HB 2235: Concerning public records act exemptions regarding concealed pistol licenses, permits to purchase firearms, and firearms purchases or transfers.
- This bill amends RCW 42.56.240, exempting CCW license applications, firearm purchase permits and firearm transfer applications from the public record
- https://app.leg.wa.gov/BillSummary/?BillNumber=2235&Year=2025&Initiative=false
HB 2320: Concerning the regulation of firearm manufacturing.
- This bill regulates firearm manufacturing that involves the use of 3D printers, and CNC machines
- Makes using a 3D printer/CNC machine to fabricate firearms, or parts for firearms illegal
- Makes distribution of digital files associated with firearm manufacturing illegal
- Clause stating that merely possessing digital files associated with firearm manufacturing, is intent to distribute and therefore illegal.
- Details that this is a matter of public emergency and would take effect immediately upon passage of the bill
- https://app.leg.wa.gov/BillSummary/?BillNumber=2320&Year=2025&Initiative=false
HB 2321: Requiring three-dimensional printers be equipped with certain blocking technologies.
- This bill is in conjuncture with the previous HB2320, and requires that 3D printers be equipped with technology blocking the manufacture of firearms or firearms parts
- Requires all 3D printer manufacturers or retailers only sell printers equipped with firearm detection firmware
- Goes into effect July 1st, 2027
- Manufacturer must attest (under penalty of perjury) that their printer is equipped with firmware that rejects components it detects to be firearm related
- Requires 3D printers sold to accept code from only a single first party slicer
- https://app.leg.wa.gov/BillSummary/?BillNumber=2321&Year=2025&Initiative=false
SB 5098: Restricting the possession of weapons on the premises of state or local public buildings, parks or playground facilities where children are likely to be present, and county fairs and county fair facilities.
- Amends RCW 9.41.300 to include more weapon restricted areas
- Includes all parks where children are likely to be present (as defined by each locality), any building owned or leased by a government entity and county fairs
- Does not include ferry terminals, Train depots, WSDOT properties or rest areas
- Beaches are included as an area specifically listed that children may be present
- https://app.leg.wa.gov/billsummary?BillNumber=5098&Year=2025
SB 5099: Protecting the public from gun violence by establishing additional requirements for the business operations of licensed firearms dealers.
- This bill introduces additional requirements for FFLs or gun dealers
- Allows state patrol to conduct unannounced periodic inspections of an FFL to ensure compliance with all requirements
- Bars anyone who has previously had an FFL license revoked, denied, or suspended in the last 5 years from obtaining another FFL, unless the previous license was denied due to paperwork.
- Adds additional training requirements for all employees of an FFL prior to them engaging in any sale.
- Requires metal bars or grates be present at the entryways of all FFL's (previously any bar or grate was accepted)
- Adds additional FFL license renewal fees based on the number of sales in the previous fiscal year (capped at $1500)
SB 6055: Concerning firearms background check.
- Amends RCW 2 43.43.580 and 43.43.58 to remove the cap on the background check fee.
- No cap, but is stated to be "reasonably calculated to cover the direct and 33 indirect costs to the Washington state patrol incurred in 34 administering the firearm background check program."
My Take: There's really 3 groups of bills here. Bills I think are likely to pass, unlikely to pass and uncertain. The bills I believe are unlikely to pass are HB 2321, HB 1132 and HB 1504.
HB 2321 is the least likely in my opinion to pass due to the challenge around regulation. I find it unlikely that the house will come to real agreements on the issue and it will get shelved for the time being. HB 1132 is also unlikely in my opinion to pass due to the same law being struck down in California already. The 9th circuit already struck down the 1 gun per month requirement and it wasn't even appealed to the supreme court ( https://firearmslaw.duke.edu/2025/07/litigation-highlight-ninth-circuit-strikes-down-californias-one-gun-per-month-rule ). If the 9th strikes down your 2A law, then it's quite certain that it's unconstitutional and I don't think the state will even bother with this one. HB 1504 is the most interesting of the unlikely to pass group IMO just due to how unprecedented it would be. It's almost certainly unconstitutional, and would be the most impactful 2A law passed in decades. It doesn't sound like insurance companies want anything to do with it though and their lobbying might actually work in our favor here.
As for the likely to pass category, I have SB 5099, SB 6055, HB 2235 and HB 1386. The first 3 I just listed seem to be fairly inconsequential and only serve to add a small amount of tax revenue to the state, so these to me are going to be bills that aren't going to get much pushback. HB 1386 is the most alarming one to me because it seems likely to be passed and would significantly impact all gun owners in the state. Adding an 11% sales tax to all gun related purchases would of course only be a poll tax and only serve to keep weapons out of the hands of the lower class, but it would also significantly increase the cost to shoot or train. Knowing that we are in a budget deficit means that the legislators are going to be incentivized to add additional taxes wherever available.
I'm not going to talk about the rest in depth, but I did want to bring up SB 5098 and HB 1152. These seem like a crapshoot to me, but I do think that they would be a big shakeup and would end up with enough initial pushback that there may be some reservations about passing them. I bring both of these up together because I think if passed in conjunction it would effectively make concealed carry enough of a chore for law abiding citizens that many people may just stop altogether. Making so many places illegal to have a weapon in, and then making it illegal to store your weapon in the car makes it incredibly challenging to carry a firearm on your person legally. If both are passed I expect there to be significant pushback from some of the 2A advocates here.
Let me know what you all think, thanks to anyone who read all the way through.
Updates
Senate bill 5098 has passed both the house and senate and is awaiting signature from the governor.

Discussion SBR 22lr G36?
So a crazy idea.. I want to SBR my 22LR G36 (G36C at home) and want to see what do you guys think..
The gun is 38inches long unfolded with a 18inch barrel.
I can legally remove around 8 inches of barrel for the rifle to remain not a "assault weapon" (>30inches overall length) plus if I have the SBR stamp (which is no longer required AFAIK)
Does this sound legit or sketchy?

I recently PCS to WA from NC. I found out that the state does not allow to purchase of any ARs. Any idea if this will change in the future? Do we foresee gun regulations in WA getting stricter?

Legislation WSP clarification update related to yesterday's update
Although I'm not sure how much this clarifies things:
Good morning, FFLs –
As much as we’d hoped that yesterday's email would help clarify things with NFA items, it seems that it brought up more questions than answers.
Most of those questions were regarding topics that we cannot answer, as the Firearms Background Division does not have authority to enforce or investigate violations of NFA item laws. We are not able to interpret laws or provide guidance outside of the narrow scope of the background check process.
We only have authority to conduct the background check. We provided the information yesterday in an effort to clarify the use of the SAFE system in regards to NFA items because of numerous FFLs asking if it was allowed.
Please see below for responses to questions directly related to using SAFE for NFA background checks:
Is SAFE required to be used for NFA items? No, you may continue to use the ATF’s NFA process, it’s free and may be faster than a SAFE check.
Is there a fee for the background check for an NFA item if you use SAFE? Yes, same fee as a firearm transfer.
Any other questions you may have will need to be referred to your legal advisor or the ATF, as we do not have the authority to provide you guidance on them.
Thank you,
Washington State Patrol

Question Medium-to-long distance ranges around Sedro-Wooley/ Everett area
Backstory: Currently live in the desert in California, my fiancée is from Everett/Granite Falls originally and hates it down here so she’s planning on moving back up there, with me following behind once a job in my field opens up.
Where we live there’s a lot of ranges, with distances ranging from 50 yard gravel pits on BLM land to 500-800 yard established ranges that we shoot at. Was curious what is in that area for good ranges since we both go shooting a lot in the summer. I’ve been to the range in Marysville before but IIRC that caps out at 200yds.
Curious if anyone has recommendations for ranges that are around that 300-500yd distance in that area.

Info ATF Open Letter on NFA items - SAFE Background Checks (from WSP)
Hello FFLs –
Thanks to the many of you who forwarded us the open letter from the ATF regarding the NFA on Friday. We did not have any pre-knowledge of their guidance or decision, so it required us to consult our legal counsel to ensure that we give you the best guidance we can from the perspective of the background check.
RCW 9.41.250 requires suppressors to be registered federally for use:
RCW 9.41.250:
(1) Every person who:
(a) Manufactures, sells, or disposes of or possesses any instrument or weapon of the kind usually known as slungshot, sand club, or metal knuckles, or spring blade knife;
(b) Furtively carries with intent to conceal any dagger, dirk, pistol, or other dangerous weapon; or
(c) Uses any contrivance or device for suppressing the noise of any firearm unless the suppressor is legally registered and possessed in accordance with federal law,
is guilty of a gross misdemeanor punishable under chapter 9A.20 RCW.
This requirement is addressed in the ATF open letter on page 2:
ATF will continue to administer the NFA on a voluntary basis. ATF will accept Form 1 applications to make or register these firearms and devices by those making such items. ATF will also accept Form 3 or Form 4 applications to transfer or register such items.Manufacturers are allowed to report the manufacture of these items on a Form 2.
And on page 3:
Fifth, the district court’s injunction and the enforcement policy announced by this Open Letter do not affect state or local laws that govern NFA weapons. Most states have general criminal prohibitions on the possession of some or all NFA items. These laws often have exceptions for those NFA items possessed in compliance with or registered under federal law. Individuals, including dealers, should consult their local law enforcement authorities or seek legal advice for guidance on whether unregistered NFA items are lawful in their jurisdictions. Because interpretations of state law may vary, local authorities should also be contacted, or other advice sought, before transporting an unregistered NFA item into or through another jurisdiction. Additionally, it is unclear whether state courts will apply the safe harbor created by 18 U.S.C. § 926A to interstate transportation of unregistered NFA items. Consequently, individuals should exercise caution before transporting unregistered NFA items through states in which such items are prohibited by law, even if the items are not prohibited in the originating and destination states. The GCA also continues to prohibit federal firearm licensees from transferring statutory firearms in violation of state or local law. 18 U.S.C. § 922(b)(2). The GCA defines “firearm” to include all NFA items for which Congress eliminated the tax, including silencers. 18 U.S.C. § 921(a)(3).
As a point of contact (POC) state, our Secure Automated Firearms E-Check (SAFE) system is the only conduit for you to obtain a NICS check for NFA items. Therefore, effective immediately, SAFE is authorized for use for NFA items to conduct the background check only.
The use of the SAFE system does not meet the requirement for federal registration if required, and you or your customer may still need to submit ATF Form 1, 2, 3, or 4 in order to meet state law requirements for use of NFA items.
The ATF has set up an email address for additional questions: [NFAGuidance@atf.gov](mailto:NFAGuidance@atf.gov)
Thank you,
Washington State Patrol

Info Suppressor work
Hello friends,
I made an oopsie and got a mount stuck inside of a suppressor. Yes I’ve soaked it in every way that I’ve seen recommended, used solvent, etc. Which shops in the King County area would you all recommend that could work on getting the mount unstuck?

Question Am I reading this right about SBRs?
An article on Fox just said the ATF is suspending the requirement to "federally register or seek the approval to manufacture or transfer silencers, short barreled rifles, short barreled shotguns, and any other weapons". The ATF announced this on Friday. I have an older AR pistol that I've been trying to convert to an SBR. Does this mean I can just buy the parts now?

News John Crump's fuddlist dot com,
Crump is responsible in part for many nation wide and regional 2A victories. He's launched fuddlist.com and pro2alist.com as a way to persuade retailers not to over comply. So far it's been effective at changing a lot of company policies.
He says it's going to be supporting state specific over compliance such as refusal to ship an AR upper to Wa.
I'm for pressuring people to so legal stuff. At the same time I'm also in favor of not bullying people with the burden of selling stuff in our state becomes more risky than the small profit, and where they don't have the resources to know whether it's legal or not and it's not feasible for them to get those resources.
Note. Nothing in this post is offering or requesting anything for sale nor linking to any vendors. It is talking about a utility for keeping track of which vendors are over complying and helping them to understand what they can legally do.
Edited to correct errors.
Question Antique gun appraisal
Not sure if this is the best place for my question but... I'm in the Seattle area and would like some recommendations on where to go for antique gun appraisal. I've inherited some pistols, revolvers and a rifle. I'm not looking to sell necessarily - just wanted an approximate value and maybe some backstory. Thanks in advance.

Info Are there any LGS that have any 1873 gunfighter revolvers or anything similar in stock?
I'm just looking to finish my collection before Permit to purchase goes into affect. I've found some on gun broker but after dealing with shipping fees and FFL transfer fees I would much rather just pick one up from a LGS. Preferably one in Pierce or south King county.

Question Anyone Have Experience With Discount Federal Way Guns' Gunsmith?
Hey everyone!
I'm looking to see if anyone here has used the gunsmith at Discount Federal Way Guns and can vouch for the quality of his work.
I'm getting back into shooting after being away from the hobby for a while. Now that I've finally got some free time, I'm trying to get two of my firearms squared away.
I have two firearms that need some work done, including:
- Reassembling an entire upper with replacement parts I've purchased
- Lapping the upper receiver if necessary. I'm mainly focused on accuracy and reliability, so if it doesn't need to be done, I'd rather leave it alone.
- Pinning the gas block
- Properly torquing everything to spec
- Staking the castle nuts on both firearms
- Going over both firearms to make sure everything is assembled correctly, properly lubricated, and functioning as it should
My biggest priority is making sure everything is done correctly and to spec. I'm aiming for the best possible accuracy and reliability without having unnecessary work done.
I'm not necessarily looking for the cheapest gunsmith. I'd rather pay a little more knowing the work is being done right the first time.
I've also been considering C.A.R. Firearms, so if anyone has experience with either shop, I'd love to hear your thoughts.
Mainly interested in hearing from people who've actually had work done by Discount Federal Way Guns. How was the workmanship, attention to detail, turnaround time, etc.?
Appreciate any recommendations or firsthand experiences. Thanks!

Discussion Ruger Mini14 Ranch upgrade recommendations.
Officially started my 10-day waiting period for my Ruger Mini-14 Ranch in 5.56! This will be my first semi-auto rifle, and with Washington’s current assault weapons ban, I feel it’s one of the best options still available. An SBR setup and threaded barrel would be nice, but for now, I’m keeping it compliant with the AWB. Excited to finally add this one to the collection!
