Potentially biased rant from someone who worked for the City and has friends in DOT triggered by this reporting from the Baltimore Banner's Impact Maryland event: the City Administrator, Faith Leach, has served in her role overseeing all city operations for nearly 4 years and she continually talks as if she just got here.
The City had been filling potholes in 48 hours since the early O'Malley days. That we can't do it in months should be a source of her shame and not a laugh line. In fact, instead of joining a vanity panel discussion, she should've been working on any of the dozens of operational issues that are disasters on her watch.
In lieu of focusing on systemic fixes to "do[] the little things well," she'll have every agency spin their wheels on blitzes so that she can go and take an instagram reel of herself like she's Mamdani. Instead of being strategic leader to set priorities, she's focused on superficial matters she personally cares about. So we've ended up doing crosswalk striping in the fall (which can be done in-house, but also immediately failed because it's too cold for paint to cure) in lieu of her working to fix procurement so a resurfacing contract can get awarded properly.
Unlike her, the interim DOT Director she installed (after the last DOT Director and Chief of Staff were forced to resign) Berke Attila, is said to be competent government administrator, but he is not a transportation guy nor is the acting Chief of Staff (who was formerly the Mayor's junior City Council liaison). And with abysmal HR processes (along with a still terrible Workday implementation), going to be hard to hire anyone who actually knows how deliver projects and braid federal and state funding. Or actually fix traffic signal timing. Or actually oversee effective parking enforcement. Or overseeing traffic enforcement (so rush hour has been a disaster downtown with no one preventing gridlock). Or fixing special event permitting. Or properly preparing for snow removal season so they aren't spending $80 million in emergency contracts from one snow storm.
Of course, the City's ability to contribute financially to any of these things will be limited as she's overseen a downgrade in the City's bond rating despite our receiving a once-in-a-generation infusion of $640 million from the feds, and once-in-a-generation alignment with a Governor and Senate President from Baltimore.
What other operational disasters can you identify that's she done nothing to fix?
