Calling men like this secretly gay uses gayness as the insult. It makes the worst kinds of conduct gay conduct, and it explains that conduct as repressed sexuality.
The same thing happens when every manosphere poster gets called a virgin. The idea behind the insult is to mock them about their sexuality as a weakness. The insult itself says taht a man is worth less because he has not had sex, that that a man’s value are his sexual conquests; his partners (generally women) then become props to cure him of his virgin status.
Implying Hegseth does what he does because he is secretly gay ties those actions to a gay sexuality trope. Whether he's gay or not, his homophobic actions are gross and wrong.

I still come across comments on Reddit who, somehow having missed the all the homophobia of the last 10 years, still insist that the reason the Republicans are targetting trans people is because they've realized homophobia isn't popular.
They. Never. Stopped. Being. Homophobic. The nearest they got was during the 2000s where more enlightened Republicans (including Bush) generally agreed long term gay couples should have the same rights as married couples and tried to find a way to get their party to support that (Obama agreed with their solution, civil unions, it was Biden that persuaded Obama to use the "M" word.)
But the a majority of Republicans weren't happy about it even at the time, and as they've moved further to the right, the enlightened group has essentially left, the party becoming more and more bigotted. As you'd expect from a party that's now 100% fascist.
Reminds me of someone else I read the other day who claimed the Shane Gillis performance on SNL last week was reminicent of the 1990s. No, no it wasn't. The 1990s was far from perfect, but I'm inclined to feel that it was the time in my life when our society moved fastest against bigotry. After 9/11 it slowed down, but was still moving in the right direction. Then during the Obama administration, the culture war shit was ramped up by his opponents, and bigotry started being in again. By the time Gamergate started, arguably the jumping off point for the Republicans using fascist rhetoric to attract younger voters, the ball was rolling at speed down that hill.
