drink more water, get some skin cream.

moisturize from both in and out.

Only below 2% alcohol by volume.
Alcohol makes your body flush your water.
Just drink water if you require hydration.

After washing your hands, apply a little bit of baby oil mineral oil), or get Olay face moisturizer and put that on your hands. A friend of mine has a problem similar to yours and she uses a couple of drops of olive oil, rubs it in and lets it sit for a few minutes before wiping off the excess.

And like the other post said, drink more water!
