Horror Looking for more examples of my favorite low-budget maneuver
I love when they just let a local band fill runtime. Any more suggestions would be greatly appreciated

I'll do you one better: Hayride Slaughter (2001) is a Shot-On-Video Micro-Budget slasher that decides to pause its plot (if you can call it a plot) to treat the audience to a full, real-life 30 minute magic act. It's literally just a wide angle of some dude performing magic on a stage to a real audience to pad the movies runtime, and it's about the stupidest thing I've seen.

Shark exorcist pads its runtime with footage someone took on camcorder walking around a local aquarium. Just, wandering past the fish.
I guess to go with the shark theme? Overall that movie is bad in a memorable way but that part is too long and boring. You don’t even get a good tour of the fish because whoever had the camcorder was bad at focusing it through the tanks

Does Popcorn (1991) count? They filmed in Jamaica and had a reggae band play for for the extras in all of the theater scenes

The Saturday Night at the Movies cover from Popcorn jumps into my head surprisingly often

I recall Gore-Met Zombie Chef From Hell having an especially awful local band play a song for what seemed like 30 minutes.

Grizzly 2. I don’t know where that band was local to (the drummer wore a shirt that said “Greenpoint Brooklyn,” something no one from Greenpoint or Brooklyn would ever wear) but they had to pad that movie somehow.

Shoot! Has a scene of a local band playing a school function. The Christian girl throws up on her friend and says “this isn’t Christian rock!” while laughing through the line delivery. The rest of the movie stops being as funny when the mass shooting section begins.

The Monster Club - Horror anthology from one of the guys behind the Amicus anthology flicks. There are only three stories and the rest of the run time is made up of New Wave bands "performing" at the Monster Club.
Honestly, it's one of my all-time favorites. It's not perfect, but it's such a product of its time and is a lot of fun.

Three On A Meathook. I swear someone could remake this into something more watchable, the band scenes are a real drag on the runtime.

Can't have this conversation without mentioning Bad Channels. Love that the movie really lays into the meta music video device. Most movies might do a full performance for the first band and do abbreviated performances after, when it assumes the audience gets the gist of it. But Bad Channels fully commits each time.

Not a band. But The Paradise Motel features a man singing the same country song twice in a row.

Not a horror movie but The Ernie game from the 60s has it and it has Leonard cohen in it!

I hear what you're saying, but Gangster Rock, by Felony, is an awesome (for the 80s) song, and its use in Graduation Day is a high point, more than a padding point.
Also, though, to answer your question, Slumber Party Massacre 2
