Question about XWA Points

Is 46 points the minimum your squadron must be? I keep maxing out at 45 points. Thanks in advance

Yes. A legal squad has at least 46 points.

Yes, 46 is the minimum. Good news is that means you can take more. If you're not building for a faction that has a 5 point option (Empire, Scum, CIS), shaving 1 point off what you already have will let you fit a 6 point ship.

Feel free to share your list, I'm sure you'll get suggestions on this what to change in your list (unless you are limited to a few ships, and you are already taking all the most expensive pilots possible)
