does this whole "AI recomp" era mean we may also get some (highest possible) quality Chaos Theory 2, 3, 4, 5, 6, 7... sequel-like games/mods?

Chaos Theory is as good as it is because it was handcrafted by a team comprised of some of the most talented people working in the industry at the time. You'll never get anything that comes remotely close to it by a guy who prompted his degree in game design.

I would die for a level editor to create custom missions. I hope this will happen with all the decomp stuff happening!

Man I hope as well, I always dreamed of a singleplayer & coop level editor for SC.
I also wonder at which point it would be possible to modify the configuration of certain existing maps, like maybe putting all the maps of Double Agent v1 and Blacklist at night time since a good amount of players complain about daylight maps. But all this would require some real dev work behind.

I suggest to not really get so many attention to this. Noone knows how ubishit will act on this.

They're just tools, after that you'll need a team of good modders/developers to get some high quality missions and mods.
Otherwise yeah many things could be possible, especially mixing games within a same genre. This could be interesting to have the Splinter Cell mechanics and Sam's model character being brought in a MGS game, or vice-versa. And at some point coop maps with Sam and Snake, with each character possibly having his own gameplay mechanics.
Within the Splinter Cell franchise I can definitely see the older games getting CT-ified with Chaos Theory gameplay, animations and features being brought into them. I guess it would even be possible to bring the health, light and sound bars to Double Agent v1 so it gets closer to CT's UI, and also change the NVG filter to replace it with CT's one.

doing the reverse engineering source code overlaying with chaos theory mechanics and engine on top of the first or 2nd games, even something with conviction or blacklist, would be amazing. although i wonder how the level design etc would play out
