I would like to draw the attention of the relevant authorities to allegations of prolonged delays and possible irregularities in the Betar-1 Branch of Bangladesh’s Ministry of Information and Broadcasting, which handles various service-related matters of Information Cadre officers posted to Bangladesh Betar.
Reportedly, files concerning leave, higher education, foreign study permissions, changes to institutional names, loan-related correspondence, and other routine administrative matters remain pending for weeks or even months without clear explanations.
More concerning are allegations that some files move faster when unofficial payments are made, potentially through intermediaries. These allegations require impartial investigation and should not be treated as proven without evidence.
The problem reportedly persists at both the Administrative Officer and Deputy Secretary levels. Applicants may receive repeated assurances that their files will be processed, only to discover later that no action has been taken. In some cases, files reportedly begin moving only after intervention by senior officials.
A records-based investigation could establish the facts. The authorities should examine:
When each application or official letter was received.
When the relevant file was initiated and forwarded at each administrative level.
How long each stage took and what reasons were recorded for delays.
Whether there is credible evidence of unofficial payments or the use of intermediaries.
The Anti-Corruption Commission (ACC) and other competent authorities could examine relevant financial transactions through lawful procedures if sufficient grounds exist.
Why should routine administrative matters require repeated visits to the Secretariat or intervention by senior officials? Government employees are responsible for providing timely, transparent, and accountable services, not leaving files unattended indefinitely.
I urge the Ministry’s senior leadership and the ACC to conduct an impartial investigation. If misconduct is established, appropriate action should follow. The objective is accountability and better public service, not accusations without evidence.
The truth should be established through official records, reliable evidence, and a fair investigation. The rest is in the hands of the competent authorities and Almighty Allah.
তথ্য ও সম্প্রচার মন্ত্রণালয়ের বেতার-১ শাখায় বাংলাদেশ বেতারে পদায়নকৃত তথ্য ক্যাডারের কর্মকর্তাদের ছুটি, উচ্চশিক্ষা, বিদেশে পড়াশোনার অনুমতি, প্রতিষ্ঠানের নাম পরিবর্তন, ঋণসংক্রান্ত চিঠিপত্রসহ বিভিন্ন প্রশাসনিক কাজ নিষ্পত্তিতে দীর্ঘসূত্রতার অভিযোগ রয়েছে।
অভিযোগ অনুযায়ী, সাধারণ প্রশাসনিক কাজের ফাইলও দিনের পর দিন, এমনকি মাসের পর মাস পড়ে থাকে। আবেদনকারী বারবার যোগাযোগ করেও যথাযথ তথ্য পান না। প্রশাসনিক কর্মকর্তা ও উপসচিব পর্যায়ে ফাইল আটকে থাকার অভিযোগও রয়েছে। কোনো কোনো ক্ষেত্রে ঊর্ধ্বতন কর্মকর্তাদের হস্তক্ষেপের পরই ফাইলের অগ্রগতি হয় বলে অভিযোগ পাওয়া যায়।
আরও গুরুতর অভিযোগ হলো, অনানুষ্ঠানিক আর্থিক লেনদেনের মাধ্যমে কিছু ফাইল দ্রুত নিষ্পত্তি করা হয় এবং কোনো কোনো ক্ষেত্রে মধ্যস্থতাকারী ব্যবহৃত হতে পারে। এসব অভিযোগের সত্যতা অবশ্যই নিরপেক্ষ তদন্তের মাধ্যমে যাচাই করা উচিত।
তদন্তের জন্য যেসব বিষয় যাচাই করা প্রয়োজন:
১. প্রতিটি আবেদন ও চিঠি গ্রহণের তারিখ।
২. ফাইল খোলা, উপস্থাপন ও পরবর্তী পর্যায়ে পাঠানোর তারিখ।
৩. প্রতিটি পর্যায়ে ফাইল কত দিন আটকে ছিল এবং বিলম্বের কারণ।
৪. অনানুষ্ঠানিক অর্থ লেনদেন বা মধ্যস্থতাকারীর সংশ্লিষ্টতার বিশ্বাসযোগ্য প্রমাণ।
প্রয়োজনে দুর্নীতি দমন কমিশন (দুদক) আইনানুগ প্রক্রিয়ায় সংশ্লিষ্ট আর্থিক লেনদেনও তদন্ত করতে পারে।
প্রশ্ন হলো, একটি সাধারণ ছুটির আবেদন, উচ্চশিক্ষার অনুমতি কিংবা ঋণসংক্রান্ত চিঠি নিষ্পত্তির জন্য কেন বারবার সচিবালয়ে যেতে হবে? কেন যুগ্ম সচিব, অতিরিক্ত সচিব বা সচিব পর্যায়ে হস্তক্ষেপের প্রয়োজন হবে?
সরকারি কর্মকর্তাদের দায়িত্ব হলো নির্ধারিত বিধিবিধান অনুসরণ করে সময়মতো সেবা নিশ্চিত করা। সরকারি ফাইল অনির্দিষ্টকাল আটকে রাখা বা সেবাপ্রার্থীকে অযথা হয়রানি করা গ্রহণযোগ্য নয়।
তাই তথ্য ও সম্প্রচার মন্ত্রণালয়ের ঊর্ধ্বতন কর্তৃপক্ষ ও দুর্নীতি দমন কমিশনের কাছে দাবি, অভিযোগগুলোর নিরপেক্ষ ও নথিভিত্তিক তদন্ত করা হোক। অনিয়ম প্রমাণিত হলে দায়ীদের বিরুদ্ধে যথাযথ ব্যবস্থা নেওয়া হোক।
উদ্দেশ্য কাউকে প্রমাণ ছাড়া অভিযুক্ত করা নয়; বরং সত্য উদ্ঘাটন, প্রশাসনিক জবাবদিহি নিশ্চিত করা এবং জনসেবার মান উন্নত করা। বাকি বিষয়টি সংশ্লিষ্ট কর্তৃপক্ষ ও মহান আল্লাহর ওপর ছেড়ে দিলাম।
