This is about Larry Sanger, who co-founded Wikipedia but left the project all the way back in 2002. Since then, he's criticized Wikipedia for supposedly having a "leftist bias" and being "establishment propaganda".

Recently, his Wikipedia account was banned from editing for life after a lengthy discussion. The reason given was "off-site canvasing" - that is, he was going around encouraging people to edit Wikipedia en masse.

Didn't someone create a version of Wikipedia with a more conservative bent? Was that person involved?

That version was running wikipedia articles through an llm with prompts such as "write this with a conservative spin".
