Solved ! This makes sense yeah. I believe this may be the best explanation as this is in an office building, and while the religious reason also makes sense, I don't see why this restroom in particular would have it and none of the others I've been to.

I know few houses with these next to backdoor. Washing kids / dogs before letting them into House proper.

Also quite many kindegardens have these. At least in Finland.

Oohh.. is this why my husband said he sees some truck driving men washing their feet in the sinks in the men's restroom.. here in the USA!! 🤮🤢 That is so gross!!! People brush their teeth & wash their hands there.. or at least I hope they do!!
