The Blood Books by Tanya Huff are based in Toronto. They were even made into a series on CBC. A detective quits the force because she is losing her vision, so she becomes a private detective. She runs into the vampire bastard son of Henry VIII, and end up investigating paranormal crime. They take place in the 90s, which is occasionally very obvious.

Kelley Armstrong is a Canadian author and has some great series. Recommend Bitten (starts in Toronto iirc) and Rockton (set in the Yukon).
Meghan Ciana Doidge has some great Vancouver/PNW books.
Annette Marie's books are set in the same region and are a really good time. Magical guilds/magic police in Vancouver!
Seconding/thirding Tanya Huff.
Charles de Lint isn't really urban fantasy in what I think of as the traditional sense, but definitely worth checking out.

Pact and Pale are both set in small fictional towns in Ontario, but each takes detours to Toronto/Thunder Bay respectively and they’re written by a Canadian author.
Pact is the story of Blake Thorburn a guy just trying to be better than his awful family. Things are thrown into chaos when his grandmother dies and he inherits her huge house full of dark magic in the town of Jacob’s Bell. Then along with the house comes all of grandmothers enemies and a crippling amount of karmic debt. As a bonus now Blake’s reflections have been replaced by a genderbent doppelgänger of himself named Rose that just won’t stop arguing with him.
Pale is a murder mystery where nobody can lie, the victim is a minor god of violent justice and all of the suspects are strange supernatural entities living in basically a commune. Our investigators are a trio of thirteen year old girls who have been inducted to the magical world specifically to fail at actually solving the case and maybe die along the way. This one may sound YA from the premise but trust me it isn’t.

Try the Newford books by Charles De Lint. He is arguably one of the first people to write urban fantasy, and Newford is a vaguely Canadian town in the Great Lakes region.
