So....are they going to build what they can for $1.13b or are they going to build what the government wants and the skies the limit for the price?

I'm pegging around $1.13b but the list of exclusions will be huge (basically hide the true cost by it not being in one public contract, rather piecemeal approach).

Pulled up the flooring in the laundry, only to discover our reno is costing more than an entire house in 1974.

At least Skynet is in it for the long haul.
