Problem Steam low disk usage
I'm losing my mind, please help.
I've scoured the entire internet and nothing helps. For a while now, whenever I download anything on Steam, it sometimes downloads normally, as shown in the screenshot below.

But sometimes something just happens for reasons I don't understand, and suddenly the download looks like this:

And it's not even a matter of unpacking it, because I've downloaded the same game several times to test it, and sometimes it downloads normally, and sometimes it does this—and nothing changes. Sometimes restarting the system helped, but now even that doesn't work.
This has nothing to do with the game, download times, etc. My internet connection is good and works flawlessly. The same goes for the drive—I’ve checked it multiple times with CrystalDisk. It’s an NVMe drive.
Please help—I’ve tried all sorts of things, and nothing works.

It's likely that the drive Steam is using to unpack and/or install to is being battered and losing write speed. This can happen with SSDs and NVMEs if they're too active for too long, or have a relatively low amount of free space, usually less than 20%.
