I’m not sure! I know that there was a big counterfeiting problem that led to the end of the treasury’s damaged coin program because China began creating millions of dollars of “coins” and laundering them into dollars. They started off making them seem like real coins but eventually realized the program would accept any disc with the right proportions. It’s possible these are early versions from them where they at least attempted to make them look like coins.
