Pinoy Rant/Vent Echoing the same sentiments as the UPV student. NSFW
Firstly, I'm going to be completely reckless with this which is why I flaired it as vent. Skip nalang if you can't take it. I saw this on Tiktok. I don't blame this person for how they feel. Hindi ko alam kung magastos lang ba talaga yung mga ganitong type ng mga estudyante or may mga part-time job para punan yung ganong luxuries, but I don't understand how can some of those people be scholars. Sasabihin nanaman ng iba, "Porket may pang ganto?" — an underprivileged student doesn't have the money to do that regularly. Let's say magaling sila kaya nakapasa, but is that the goal of UP? To cater to well-off students basta magaling lang?
When people say that those who can afford private education shouldn't be in UP, they're also talking about the limited slots SOME of those rich people are leeching off. Imagine, yung mga pa-woke na estudyanteng ito, sinasabihan siyang out of touch as if they're the ones who are experiencing the fishermen's suffering when even things like rallies have become a luxury to the underprivileged people who can't afford to waste their time. Sure, walang masama sa pag-protest, but shaming a fisherman's child for not going to the rally while rallying about the rights of fishermen is ironic.
Don't even get me started sa mga magulang sa comments na dinedefend mga anak nilang taga-UP and other people who are acting like yung mga mayayaman pa yung na-ostracized. "Hindi kami mayaman". Ahh, yes, a public school is for those with 100k+ phones, car that costs million, 'di naapektuhan sa kahit anong pagtaas ng gas, debit and credit cards, restaurants every day, and club on weekends.

u/iceberg_letsugas 5h ago
Think about it, libre tuition sa UP. But we have UPCAT, ang pumapasa sa UPCAT majority is mga anak mayaman na afford yung lifestyle na nabanggit.
Think about the quality of the lower education between rich/private and poor/public as the root cause.
Another problem could be that sa sobrang baba ng sahod ng mga public school teachers eh tiktok and reels ang ginagawa kesa magturo. 1 teacher is to 60 students pa ang loads
There is an educational crisis sa Pilipinas,

Anyway, afford kasi nila quality education, kaya most likely sila talaga papasa sa UPCAT.

u/Narrow-Tiger1420 5h ago
UP grad here. Yes this issue has been raised multiple times ever since nastart yung libre tutition fee, since many believe that the free tution fee would actually work against the poor rather than help them
I dont think UP should ‘ban’ well off students, but rather save majority of its slots for the indigent and the financially lacking
The problem here I think is that the students who generally come from poor families are failing to either take or pass the UPCAT. I think its safe to say that majority of those who have the ability to take the exam and properly prepare for it come from the middle or upper class

u/fry-saging 5h ago
Got to reconsider UP admission.
7
u/chanchan05 4h ago
Sorry, but that's a bad solution. Lowering the bar of entrance is just going to work against the ones coming from poor education.
If UPCAT palang hindi makapasa, how do you expect them to survive UP? UP grad ako. The easiest part of being in UP is passing the UPCAT. If yun palang di nila maipasa, baka di sila tumagal ng isang taon kick out na sila dahil sa di makasabay sa exams.
UP should not be the one to go down to the level of poor public school quality, public schools should be raised to produce students of the level to even survive UP and pass the UPCAT.

3
u/chanchan05 3h ago
That's already done. It's also been integrated into the updated charter:
Democratic Access
UP shall take affirmative steps, which may take the form of an alternative and equitable admissions process to enhance the access of disadvantaged students.
The UP Charter - University of the Philippines
Talagang hindi lang nakakalusot sa UPCAT ang maraming under privileged because public schools screwed them over.
Heck there was a program in UPLB once na 15 lang sila sa buong major nila for one year.
1
u/fry-saging 3h ago
Oww so talagang mababa pang talaga ang kalidad ng edukasyon kaya di nakakapasa
1
u/chanchan05 3h ago
May nabasa ako na 12% lang ng Grade 11 students have the ability to read independently. Yung identify explicit details, make inferences and draw conclusions sa binasa nila.
If 87% di kaya yun, edi halos lahat yun bagsak sa reading comprehension part ng UPCAT.

u/whyaen 4h ago
Its not the public schools, the review centers are also a big factor. Those who cannot afford to pay for review centers are being edged out by those who can
2
u/zyl4848 3h ago
malaking factor ang public school, yun yung foundation kung sino at pano hubugin yung mind ng mga students before sila magcollege or even before magsenior high. di ko alam pano yung sistema sa normal na public school, pero may mga school (sciehigh) na ang iinstill nila sayo ay ang end goal mo na makapag-UP.
1
u/Knightly123 3h ago
That says alot about the quality of our public school education. Kaya minsan di mo rin masisi yung ibang magulang kung bakit nila gustong ipasok sa private mga anak nila as they prepare them for college. Ano ba pambala nila kung nanghihiram lang ng libro sa public while for keeps ang books sa private. May liberty pa ang private school mamili ng publishing house as textbook suppliers.

UP caters to the cream of the crop of the Philippine student population. If you have the brains, you’re in. Since when was UP supposed to be solely for the poor? Also, if hindi kakayanin ng utak, sa tingin niyo makaka survive sila sa loob with the extremely fast paced learning environment that crams multiple semesters’ worth (in other schools) of in depth knowledge in one semester?
The University is one of the best tertiary institutions in the country that produces graduates who excel in their fields.
Marami ring hindi naman mayaman talaga originally pero UP graduates yung parents tapos yumaman eventually kaya gusto nila sa UP parin kids nila.
Admission into UP is based on merit with some degree of adjustments based on the applicant’s background (palugit and pabigat).
Also please refer to an excerpt from the RA No. 9500 below:
“SEC. 9. Democratic Access. - The national university shall take affirmative steps which may take the form of an alternative and equitable admissions process to enhance the access of disadvantaged students, such as indigenous peoples, poor and deserving students, including but not limited to valedictorians and salutatorians of public high schools, and students from depressed areas, to its programs and services.
No student shall be denied admission to the national university by reason solely of age, gender, nationality, religious belief, economic status, ethnicity, physical disability, or political opinion or affiliation.
The national university recognizes the separation of Church and State. It shall guarantee religious freedom and shall not discriminate on the basis of religion.”

Baka naman kasi anak sila ng UP alumni, who themselves become successful because of UP education. Guess what saan nila papaaralin mga anak nila?
7
u/zyl4848 3h ago
UP alum here. UP is not for the poor. While I was juggling two part time jobs during my college days, makikita mo talaga yung difference between students who come from a well off families and those na matatalino talaga (and hindi mayaman).
I even tried applying for different scholarships kahit DOST scholar ako that time, and magugulat ka na lang na yung mga nakapasa sa ibang scholarships na supposedly endorsed for underprivileged students were students na may iphones at nakakotse.
While I understand that UP provides opportunities for underprivileged students, we also have to acknowledge that UP is open to everyone who qualifies through its admission process. The responsibility lies with the institutions and its policies that fails to acknowledge the disadvantage na nararanasan ng mga underprivileged students.

u/ArthurIglesias08 4h ago
Not from UP and while I respect the institution, I occasionally hear people discuss the rightfulness of free education even for those who can afford to pay tuition.

u/kbytzer 5h ago
UP caters to all classes. Everyone wants the best education that they can get.
If you pass the UPCAT, that's it. UP does not discriminate based on wealth or social status. If a higher population from the "better off" classes pass and get higher grades then that will determine the composition of the university. The same happens if the number of indigent applicants get higher scores in the UPCAT. This is a completely objective take by the university. There are other equally good state universities that are perfectly capable of catering to those who have not passed the UPCAT. Why not apply there? Again, everybody wants the best education they can get. Why deprive any class from getting one if qualified? I paid for full tuition when I was there and I had blockmates who were scholars who received allowances from the government. There wasn't a clash of ideologies during our time regarding this.We just accepted that the university caters to all because education should not discriminate. If you don't pass, get the UP campus that you want or get into the course that you have chosen, then apply to another state university. The tuition will still be subsidized and you will still earn your degree. Why chose UP if you cannot handle diversity?

u/Reasonable_Alarm_139 4h ago
but do you think it’s ethical? if you know you can get into other big universities like ateneo, lasalle, or ust?
why take that opportunity away from those who can’t afford private education?
just why????
9
u/coolaires 4h ago
it’s meritocracy. i mean it would be an issue if UP prioritized people based on needs. however, they base it on your scores and grades. i mean, it is sad that the reality is that, most of these students come from well off private school as they could afford quality education. look at the state of our education system in the philippines, would you really think that lack of classrooms, lack of accessibility, overcrowding, lack of resources, and lack of investment would result all students vying for UP go into there? unless they really prove themselves to be the best (and much better compared to those well off student), then they could enter there. but, other than that, no.
i know you’re always asking the question “why are those type of students enrolling into UP knowing that they have the financial capacity to enroll to private schools?” and the reality is, it’s their decision. some of those people enroll based on the quality education while some just enroll just because they don’t want to belong in those other schools. unless we demand an explanation from them, this will continue to happen.
and that’s coming from someone that doesn’t have the money to go to private schools. it’s sad, i know. but unless you demand schools like UP to accept based on needs, this really won’t change anything.

u/emptybottleeee_ 4h ago
The State has the mandate to promote the rights of ALL CITIZENS to quality education as per the Constitution.
9
u/Knightly123 4h ago
Equality. Everybody has an "equal" opportunity.
-7
u/Reasonable_Alarm_139 4h ago
equal opportunity? not when you can afford to get into other big universities that offer quality education like U.P.
6
u/Knightly123 3h ago
If you want na dapat yung UP is for middle to lower class lang, edi di na yun equality. You're just targeting specific socio-economic demographics lang ang may advantage you're looking for equity for a quality education na natatamasa ng mga nasa high-income earners.

u/kbytzer 4h ago
Ethical?
You think that the middle and upper classes not getting into UP is an ethical issue?
Discrimination is an ethical issue. That I am sure.
There will be a multitude of people who will have lower financial capability than you and they will echo the same issue of wealth disparity when that happens.
No one is being deprived of education by not going to UP. As I have stated, there are still other state universities.
-9
u/Reasonable_Alarm_139 4h ago
and there are private schools for the middle class and upper class.
9
u/kbytzer 3h ago
You are asking the middle and upper classes to subsidize indigent education while barring them from choosing what they think offers the best education for their children.
That is peak discrimination.
There will always be someone who has less wealth and privilege than you and that will not change. Should middle class families who are nearly threading the poverty line because of rising inflation, give way to those who have less than them and sacrifice their resources further by going to the more expensive private schools or should they grab the opportunity to ease their burden because their children passed the UPCAT and therefore offer some relief to their already strained financial situation?
Why use the UPCAT as a qualifier then? Let's use BIR form 2316 of the applicant's parents to determine entry if that's the case regardless if whether the applicant understood the fundamental subjects taught in high school or not.

u/-SexyBeast 4h ago
So I cannot or should not go to the no. 1 university in the country just because my parents did well providing for me?
15
u/Senior-Introduction8 4h ago
Majority of those who make statements like this dont even go to UP.
I took UPCAT way back at 2017 and passed.
Did i go forward with it?
Nope.
Do i blame the upper class from pursuing their education at UP?
Still no.
I am still gonna have to deal with living expenses which my parents cannot support and I totally understand that. (Maybe in another life no?) Pero let’s not point fingers here kung sino palagi yung deserving and find a way to put ourselves in a better position regardless of where we came from.

u/chanchan05 3h ago
As a UP Grad, to me this is just redirecting the blame.
Let's say magaling sila kaya nakapasa, but is that the goal of UP? To cater to well-off students basta magaling lang?
UP was never just for the poor. The university's charter is to become a center of excellence in many fields. And to be a center of excellence, means you also need to take in yung magagaling na students.
This has long been a misconception, na UP is for the poor. Nowhere in the charter said that UP was for the underprivileged. It's for every Filipino. And a rich Filipino is still a Filipino. The new charter added that the university has the mandate to prefer underprivileged students, and gives weight to that, but that still comes with the caveat of needing to have a good UPCAT score.
Entrance to UP has always been gatekept with the UPCAT. The UPCAT is an equalizer in the sense that it doesn't care if you're rich or poor. If you have the foundations necessary to survive UP education, then you can pass the UPCAT. They're not getting through the UPCAT because public education failed them.
If the less privileged aren't passing anymore these days it's not because the rich are literally taking their slots. It's because their scores aren't competitive enough. Private schools raised tuition fees and maintained their education levels. Public schools cut corners despite large budgets, had no child left behind policies, and allowed children who can barely read reach high school when they should have been turned back to elementary.
Do you think that if UP removes the rich, that many less privileged would get slots? Some of them just literally straight up fail the UPCAT. Kaya nga may mga nakakapag transfer pa into UP from other schools. Kaya nga may mga nakakapagshift pa from one program to another kasi may available slots pa. Kaya nga after release ng UPCAT results pwede ka pang pumunta sa UP and magpareconsider sa ibang courses na qualified ka kasi madami pang slots na hindi napuno. If the less fortunate really had slots stolen, why are there still available slots? The simple answer is because the ones who weren't given slots simply did not have good enough scores for the program they wanted to get into.
Hindi UP ang kalaban dito. DEPED. Why is DEPED's public education system producing students who are supposed to be at the high school level but have barely any literacy. Why are only 12.58% of Grade 11 students can be classified as independent readers? That means over 87% of students would fail the reading comprehension part of UPCAT.
Get the public schools to prepare their students better so they can score better in UPCAT.

Good argument, I agree. My sibling's a UP-D grad and while we're not rich, she can afford what was in the rant. UP ain't just for the poor nor are the rich buying up or boxing out the poor. It just so happens that those smart enough to get in are usually from those who have more.

"analyses" ? it's a rant. let's give it the benefit of the doubt. students travelling nowadays is really trendy. so, walang nakakapagtaka if those well-off students can do a flight, I'm assuming from Ilo Ilo to Metro Manila because it only takes an hour by the plane and how it's written makes sense. "Wellness break lng ng one week tapos nasa BGC na nagpaparty", if it was a campus nearer, they wouldn't be saying that.

Pero when you apply for a scholarship at most universities, you have to provide a lot of information about yourself, what your house looks like, your parents' salary, and such. How did those same people qualify for that? Is there any other qualification I don't know about?
I'm not asking UP to just accept poor students solely because they're poor. I'm asking them to recognize those from poor and even middle-class families who are deserving based on their potential but cannot afford expensive tuition fees. It's true that maybe some of the poor don't even have the resources to be qualified, but what about those who are more fortunate? I don't know. I don't understand, and maybe it will stay that way.
A rich person studying in a government-funded institution, with taxpayers funding their education. The logic doesn't make sense, kahit gaano pa man sila kagaling. I would understand kung discount lang, pero for four years, libre?
Wala akong ties with UP, pero that doesn't mean wala na akong karapatang magsalita.
And to those who are saying na 'di nila kakayanin, I know you have statistics to prove the gap in the quality of public schools. Sometimes, SOME of those students do perform well. Some of them are even driven by the struggles they've faced to work harder and get a better quality of education. I do know that this isn't everyone's story.
Sometimes, SOME of those students do perform well. Sometimes, SOME of those students do perform well.
And what makes you say na di nakakapasok yung less privileged na prepared well by their schools? Nakakapasok yung mga yun. I've had classmates when I was in UP na from their town's public/national HS.
Marami lang talaga ang hindi na nakakapasok and mas kita yung mga middle to upper middle and even talagang upper class na dumadami.
They just have to get past the UPCAT.
