What do you mean by the actual rule? Because the Pareto principle has nothing to do with emulation of system library API functions. If you're hinting at some kind of universal rule that basically says "the last bit is the hardest" then I kindly refer you to basically every rule of thermodynamics which is much older than some 20th century consultancy blabla
The Pareto principle doesn't even talk about "the last 10% takes most effort"
I tried to explain emulation development to someone once about how people will work on something for years and a single breakthrough on a single chip can open the entire system up and make lots of things possible all at once, but at the same time, some other thing can take months or years to understand. It's just not a predictable curve.
System libraries: percentage of the functions known to the project so far (declared in core/libs/prx), not of every PS5 system function. The total grows as more functions are declared.

It means 87% of the system library API functions have been implemented. The catch is the classic emulation rule: the last 10% takes 90% of the time.
