How do you know when a progression is too difficult rather than simply slow?

Progression can be frustrating because slow progress and an inappropriate progression can look very similar.
If you keep practicing something and the numbers barely move, it could mean you simply need more time.
But it could also mean the progression is too far ahead of your current strength or technique.
For people training mostly at home, how do you decide when to stay with a progression and when to step back to an easier variation?
Do you look at reps, form quality, consistency, or how close you are to failure?
