As an non-american, what's the reason to have HOA? Is this their only purpose in the life, to strip every single penny from every house owner?

Theoretically, the primary intention of HOAs is the exact opposite - to make its members wealthier by preserving their property values. They try to achieve this by setting a collectively agreed standard for how all properties in their neighborhood will be maintained. For example, if one person in a neighborhood allows their home to fall into disrepair, it will negatively affect the values of everyone else’s properties in the area. HOAs are designed to prohibit anyone from causing problems like that.
The issue with all this is that the people who seek decision making power within HOAs almost invariably fall into 2 categories:
1) Power-tripping bastards who get their kicks from finding new and innovative ways to abuse their authority with the goal of making their neighbors miserable.
2) Old people who literally have nothing left happening in their lives, so they devote an obsessive amount of time to enforcing the HOA. They also make everyone else miserable because of their tendency to jump on others for the most minor and inconsequential reasons, like the scenario described by the meme.1

HOAs are formed by a neighborhood of people, who agree to certain rules they make to create an ideal version of the "perfect" neighborhood. However some people inplant themselves in a newly built area and list their home as an HOA so others who move in play by their self made rules. This allows the one who made the rules to collect "fines" from those who don't follow them. Most HOAs work like a company with a board to maximize property value so they can overprice their 2nd home to someone who will in turn, have to pay fees and fines

If run correctly, it does make sense. The downside, it never makes sense. Old people sign up for it. My neighborhood got overruled by them but they can't make me do anything. I'll fight tooth and nail to be as annoying as possible until they leave, or try something. I was there before they were and I'll do what I want with my house.
