What would you even do with a locomotive. Bet using the rails costs per mile/hour

It's mainly for other Eisenbahnverkehrsunternehmen (train... traffic? companies).

E.g. https://www.smart-rail.eu/ owns a bunch of DB Class 111 locomotives.

Edit: and yes, we do have to pay for track time/miles, to the relevant Eisenbahninfrastrukturunternehmen (train infrastructure company).
