Islamabad CDA's incompetence is very shameful

Lodged a small complaint of getting this local park in F-11/2 to be restored as it was a security hazard. The complaint was lodged 3 months ago yet no resolution has been done

You will have to followup your complaint on weekly basis, only than you can be 50% hopeful for its resolution. Remember CDA stands for Corruption Development Authority.

Tried following up on the given phone number but as expected nobody picks up, and nobody also replies to the email. The only way I see is if you go to CDA's office physically

True. I had to visit their office thrice in a month just to make street lights work.

Their main focus is keeping constitution avenue and the f6 side of Margalla road in tip top condition so the govt convoys have a pretty road to zoom by in.
