tunnels config files

If I have tunnels configured in both /var/lib/i2pd/ and in /etc/i2pd/ which takes precedent? They are different and there is overlap in only one entry - for port 4448. i2pd console does not show this many tunels though - can it be that both are getting read?

As far as I know /var/lib/i2pd is the installation defaults which get overwritten by /etc/i2pd
