Ah man that toilet guts are looking pretty crusty, not gonna lie the water level seems high too. Usually when it runs like that is the flapper not sealing proper, the chain might be too tight or maybe just worn out. Try jiggling the flush handle a bit first, sometimes it gets stuck in weird position. If that dont stop it just replace the flapper, cheap fix and you can do it yourself easy, like 10 minutes job. I had same thing happen in my apartment last month and landlord took forever to come so I just fixed it myself

While you figure it out, turn the water off at the wall until you need to flush.

The whole replacement mechanism should be no more than 15-20 euros mate. You could also tinker with it but I’d suggest getting it replaced. Absolutely DIY doable!

This is the only answer. Very simple job. Most kits come with the tools to do the installation, and detailed instructions. And at around $30 all in, it’s a no-brainer

You have to get that float lower, most have an adjustable mechanism of some sort. Also you are missing a hose that should go from that white little stubby barbed fitting and into the fill tube (the one that’s taking in water all the time )

I’d guess the fill valve isn’t shutting off when the float is lifted, or the float is set too high / otherwise not triggering the valve to close. Cistern is therefore constantly overfilling, and the overflow is draining into the bowl.
If this is the case, replacing the combo float / fill valve right of pic is possible. Watch a couple YouTube videos, get replacement from hardware store. I did one as a fussy person with little handiness, and where the original hardware was a little different, and I think I got done in a few hours tops.
Good luck have fun.

Turn off valve at wall. You may need to replace the flap or the water tower thingy, or both.
Remove the chain and let flap rest. Is there a leak? If it leaks when you open and close the flap but not when the flap is properly seated, that may be the issue. But you’ll probably just replace all that stuff while you’re back there

Exactly how would the wax seal make the toilet tank run all the time?
