ACE COMBAT 8: WINGS OF THEVE on Steam - About ACE COMBAT ZERO: THE BELKAN WAR (soon to become standalone on PC)
https://store.steampowered.com/news/app/2288340/view/695400360681935354We would like to provide an update regarding our plans for the distribution of the pre-order bonus title, ACE COMBAT ZERO.
Please note that this update applies only to players who obtained ACE COMBAT ZERO as a pre-order bonus.
Players who do not already own the pre-order bonus will not be able to newly obtain ACE COMBAT ZERO through this change.
Currently, ACE COMBAT ZERO is available by launching and playing it through ACE COMBAT™ 8: WINGS OF THEVE.
We are pleased to share that ACE COMBAT ZERO will be made available as a standalone application on Steam.
We are currently conducting final quality assurance and compatibility testing in preparation for its release.
Once this update is implemented, players will be able to access both the existing version of ACE COMBAT ZERO played through ACE COMBAT™ 8: WINGS OF THEVE and the standalone application version of ACE COMBAT ZERO.
In addition, we expect save data to be shared between both versions through Steam Cloud functionality.
We will provide further details regarding the release schedule and distribution method once our final verification process has been completed.
We appreciate your continued patience and support.

Players who do not already own the pre-order bonus will not be able to newly obtain ACE COMBAT ZERO through this change.
I don't think it matters that much then. A whole game being pre-order exclusive sucks.
43
u/FirestormTM 1d ago
For context on why, there was a past announcement regarding this:
ACE COMBAT ZERO is offered as a pre-order bonus. Due to licensing restrictions and platform-related considerations, it cannot currently be released on Steam as a standalone application. As a result, we have chosen to make ACE COMBAT ZERO available through ACE COMBAT™ 8: WINGS OF THEVE.
Basically, because of licensing restrictions/costs, they couldn't just simply re-release the game as I would have assumed the cost isn't worth it for older titles (or that the companies behind the licenses no longer exist, but don't quote me on that).
-17
u/Strict_Strategy 1d ago
Less to do with costs but more to do with steams policy of needing to buy your steam app id. Consoles dont ask you to pay for it. Steam does and that means distributing the gift(AC Zero) involves paying a third party which would run foul of the licenses agreements. Steam being ass was the whole issue.

u/momsspaghetti93 1d ago
It’s not like they had a choice. It had to do with licensing issues for using the planes
53
u/zero_z77 1d ago edited 1d ago
Yeah, as much as we'd all love to, you can't even blame this one on greed (at least not the developer or publisher's greed). A PC port/remaster of AC0 would actually sell better as a standalone, and drive interest for ports of 4&5, possibly 6 later on down the road. AC8 is good enough on it's own to not need it, and diehard fans would've bought both either way. If they wanted to capitalize on nostalgic FOMO to boost pre-orders they could've simply locked the ADFX-02 or some cipher/pixy skins for the F-15 behind a pre-order (which they didn't), it would have the same effect with far less effort. Making AC0 a pre-order exclusive is actually the less profitable choice in this instance, but it's the only way they can legally get it onto PC at all.
I honestly wouldn't mind them doing a DLC that imports AC0s campaign into AC8, and have it simply be played with AC8s engine, mechanics, and planes. It obviously won't be "the same" as the original, some things would have to change to make it work, but it gets around the aircraft licensing issue, and there's definately a lot of new players that missed the pre-order who just finished AC8 and are very interested in playing the rest of the series.
Edit: on a side note, this kinda thing is also exactly why most games stopped using real firearms and military equipment in their games around the mid 2010s and instead use things that closely resemble real equipment but almost never call them by their real names.
21
u/shadow00940 1d ago
That’s not the problem. The issue is that the owner of the GR4 Tornado, Panavia, won’t sell the rights to anyone, even for licensing.
The easy trick is to remove them from the remake, which is what they should have done with the AC0 port. However, I think very, very little actual effort went into the port, sooooooo.
5
u/KilledTheCar 1d ago
Doesn't War Thunder have the Tornado in it?
11
6
u/StrawberryWide3983 1d ago
I assume Gaijin was willing to throw more money at the issue than Project Aces since they have the infinite money printer that is premium vehicles
2
u/Separate_Shelter_529 1d ago
I think it's just also that the costs of licensing the planes made by companies who are willing to license em are just too much for a simple HD remaster.
0
u/cosmic_monsters_inc 23h ago
Should just rename it the whirlwind or hurricane or somesuch and be done with it.
1
u/Hanifloka 6h ago
They'll be sued if all they did was just rename it. Project Aces would probably win the lawsuit like Activision did against AM General but nobody on this planet likes dealing with lawsuits. Activision may have won that but the stress probably took years out of their legal team's life.
1
u/Stolehtreb 1d ago
Agreed about the selling better alone. I honestly wished it was separate rather than taking up space that I don’t plan on using to play the new game. I may play it eventually but I’d more likely buy it fresh later than have preordered the game for it.

u/FoxMeadow7 1d ago
It's a fictional world already, having planes from our world never made much sense to me as a result...
10
u/AshedCloud 1d ago
It’s because kids and adult want to fly those real world planes but don’t want to play milsim
-1
u/FoxMeadow7 1d ago
I see. Even so, it's definitely disappointing what all of these licensing can do in terms of game preservation...
1
u/AshedCloud 1d ago
Yeah unfortunate. But before preorder bonus only way to play was to emulate already. This is just for console and rhosr that didn’t want tilo emulate. Hardcore fan would’ve been emulating to play holy trinity
10
u/QuantumVexation 1d ago
Agree that it sucks but for once this isn’t pure publisher greed - they actually just cannot sell this game in isolation because of licensing reasons, this is their loophole to get it to us at all
1

[deleted]
3
u/AshedCloud 1d ago
Before this people were already emulating. Preorder is nice for console and those that don’t want to emulate.
Fan would already be playing and preorder
1
u/TokiMoleman 22h ago
It really does as I'd like to have Ace Combat 4, 5 and 6 on PC but they have to pay for the licenses of every plane in the game so that's why they have them as preorder bonuses
1
u/V4R14N7 1d ago
Especially since I never got the code. Every time I'd hit up customer service they'd send me a Digital Deluxe code because that's all they were sent.
1
u/MrMichaelElectric 1d ago
All who was sent? If you got the game from a key site I could see that happening because depending on the site extras like that are a gamble on if you'll get them or not.
1
u/V4R14N7 1d ago
It was a Amazon issue. They sent our the wrong codes, and any time you'd talk to customer service they'd send you another digital deluxe code. I tried 5 times, and on the 5th time I was transferred 10 times grabbing another 6 codes before I finally landed with some specific tech guy that told me they were sent the wrong codes and they're working on getting the right ones.
Apparently it was a large issue with Amazon and some other retailers, didn't matter if you bought physical or digital, but I'm not sure if it was just Xbox or consoles in general.
1
u/MrMichaelElectric 9h ago
Unfortunately not the first time I've heard of issues when preordering from Amazon. Good to know thanks.

I wanna make a game called Ace Wombat and just make it the cutest little dogfighting game ever.
2
u/IsItJake 22h ago
Will just pirate it then
4
u/pileofcrustycumsocs 20h ago
It’s super easy to emulate it. No need to pirate it unless they added new content.
1
u/CopainChevalier 32m ago
Wouldn’t this be the same thing? You’d have to pirate the old game to emulate it
3
-13
u/GloatingSwine 1d ago
Still annoyed that they're hanging these on preorder bonuses.
There's probably some licensing bullshit, but I'd go for a legacy collection of old Ace Combat games so I had them all on PC.
21
u/momsspaghetti93 1d ago
It is 100% licensing bullshit unfortunately
-43
u/CaptainRaxeo 1d ago edited 1d ago
Sure keep repeating the same cope for them. They can find 9999 ways to keep circumventing it. FOMO should be abolished.
Edit: so much cope in the replies. I’m trying to stand up for consumer rights only to be screamed at and ridiculed for not understanding the “licensing agreement”. They can keep their game then. I will just look for other ways i can experience it should i really want to…
10
u/DeathKrieg 1d ago
If you think it’s so easy please talk to the companies that are holding the licenses for planes hostage. Thanks local man
-15
u/CaptainRaxeo 1d ago
Then port the game with the licenses for the planes removed or something. There’s a million ways they could have gone about this. Explain how they gave it away for free right now if licenses were so difficult to manage?
6
u/NinjaEngineer 1d ago
Then port the game with the licenses for the planes removed or something.
LOL, you can't simply "remove the licenses for the planes". That means removing the planes themselves, since they're the licensed content.
-3
8
u/_YellowThirteen_ 1d ago
If they do it as-is without license, it's a open and shut lawsuit. If they want to rename all the planes, they have to go back and change aircraft names, omit dialogue, and possibly modify aircraft models to have some legal distinction.
If you want to offer to do that work for them, go ahead.
The way they got away with it is because it was "DLC" for 8, and thus covered under 8's licensing.
-3
u/CaptainRaxeo 1d ago
Ok can i also get to download the “dlc” when buying ace combat 8 or are you still going to weasel them out of this?
5
u/fafarex 1d ago
We already told you the licensing for 8 covert it only has a pre-order bonus, but you want to be mad so you will just ignore the info and jump to another attemps to make it something else.
-1
u/CaptainRaxeo 1d ago
Wtf kind of deal is that? It doesn’t make sense. How can a preorder bonus be fine but not a normal purchase smh. They should distribute the pre order keys on mass for people like me then as a form of getting around it. Like produce millions of discs for “preorders” that oops haven’t been sold yet. Again so many ways to get around it.
4
u/_YellowThirteen_ 1d ago
It was given with pre-order. Idk man, if you're upset with the product offered, that's on you. They told you what it would be and then delivered that product.

u/Nazacrow 1d ago edited 1d ago

If you dont like it go pay the 10 to 30k usd per plane required .we will wait
-1
u/CaptainRaxeo 1d ago
The people that pre ordered the game paid 10 to 30k per plane or got it all for “free” through a “loophole”? I want another “loophole” indefinitely please…
5
u/Skuggihestur 1d ago
Prove you paid aces 600k to play ac8
-3
u/CaptainRaxeo 1d ago
See how flawed their logic is? Did anyone pay $7.34 million for all the cars in forza horizon 6. These guys are coping hard for bandai namco.
3
u/Skuggihestur 1d ago
Oh by all means go buy forza horizon 2
-4
u/CaptainRaxeo 1d ago
Good thing you can still find the physical copy instead of having the balkan game digital only… so nice try lil bro
4
u/Skuggihestur 1d ago
https://www.lockheedmartin.com/en-us/contact/licensing-information.html learn what licensing is or shut up. Plain and simple. Its the law. Aces has no legal right to sell ac0
-2
u/CaptainRaxeo 1d ago edited 1d ago
I don’t care, so i’m supposed to pirate it now instead of giving them money?
3
u/Skuggihestur 1d ago
No. You buy the disk copy . The fact you think piracy is the answer on a official reddit is why aces will not pay the licensing to sell ac0 people like you are the problem. They wont get tbe money back they need for it to be viable.

-15
u/WRO_Your_Boat 1d ago
They should have never made it a pre-order bonus to begin with. If licensing is restricting them, they should have just either paid to release it fully or not at all.
15
u/Garuda_Romeo 1d ago
"They should have just paid to release it fully" stuff like this reminds me that Redditors aren't as smart as they think they are. One of the companies whose planes are in the game ended up getting split up between different other companies and no one knows who actually owns the IPs. Re-releasing the game would've caused massive legal problems for all of these companies if any of them decided to accept payment for the IP rights, so no, they can't just "pay for the rights" so they just went and did the second best thing they could've done. Give the game away for free as a pre-order bonus.
0
u/Detonation 1d ago
I mean, that's not unique to Redditors whatsoever. That's just people in general. What is it with jabronis attributing common things to Redditors like they're somehow unique traits rather than the most common ones you could imagine?
-3
u/WrathfulHero 1d ago
Why not just remove the one aircraft with licensing issues then, or change it to be something different? Surely they could've made enough money with a real release to offset the extra development costs of that.
2
u/Garuda_Romeo 1d ago
Because what you consider to be a simple fix could cause 10000 different problems to the game's code.
-2
u/WrathfulHero 1d ago
Yeah that would be why I posed that as a question, not a statement.
Either way, not a fan of a whole game being locked behind a pre order bonus. Just feels odd to not try and figure out a way to make it where you could do a standalone release.
These games make more than enough money to cover said development issues, and it being more available would most likely lead to recouping their expenses. Just a little disappointing is all.
0
u/fafarex 2h ago
These games make more than enough money to cover said development issues, and it being more available would most likely lead to recouping their expenses.
You don't actually know that and it's hillariouse that you think you know better than the actual people working on it with all the data to make the choice.
the licencing accord they had covered only pre-order, if they wanted to make it a full-time thing or a separate realease that's a completly new negociation, with a new price tag that they need to weight against what they can resonnably price it and hope to make from it.
it's not like releasing a normal game where you only need to licence the music and you can easily swap one back for something cheap if you fail.
And no there probably isn't enough potential buyer to justifed it.
That's also why we rarely see remaster or port of games like need for speed ( there is one in the whole serie and even this one has 3 car remove for licensing issue) or sports game.
13
u/DustyBot23 1d ago
Crazy you actually just said it would have been better not to release AT ALL. How ungrateful can you be? Despite clear licensing restrictions they went above and beyond to find a way to get the game in our hands. This was one of the best preorder bonuses in video game history and people still find a reason to bitch and moan.
5
u/fafarex 1d ago
They should have never made it a pre-order bonus to begin with. If licensing is restricting them, they should have just either paid to release it fully or not at all.
" if I can't have it exacly how I want, no one should "
That take has the maturity level of a toddler and absolutly no thought behing it, nada.

-2

u/ragozer 1d ago
so can I buy it if I already own the base AC8:WoT but didn't pre-order?
17
u/Hanifloka 1d ago
No. It'll still be locked to pre-order bonus only. This is mostly because of licensing issues related to aircraft and more specifically, the Panavia Tornado.
-3
-9
u/Temporary-Mention-83 1d ago
Why can't they replace it with a fictional one?
7
u/Killah57 1d ago
Because that would require going in and actually changing the original code, and they deemed it not worth the effort (as sometimes other stuff gets broken in the process).
-10
u/Temporary-Mention-83 1d ago
They have already poured in the effort to port it to modern platforms (updating the UI, fix bugs that comes with entire new architectures for multi-platforms, updated resolution and everything), and the only fix left is to just replace the plane. So I'm afraid that doesn't really explain anything.
6
-1
u/yuukitanperopero 1d ago
Yes but people are always looking for new excuses to make for AAA developers.
-1
-1
u/Hanifloka 1d ago
From the developers' side? Not sure why. Your guess is as good as mine. Either way, so long as the Tornado and all of its variants (yes you read that right) are still in the older games, they'll never be sold as standalone.
-4
u/marniconuke 1d ago
that's a dumb excuse don't eat it. tying a game as a pre order bonus is dumb, if the game really had problem, a licesing one, it wouldn't even launch
2
u/ColonelJohnMcClane 1d ago
They can't make money off of providing the game, so they get around that by giving it "for free" so more people than enjoy it and this aren't violating the licensing agreement. How is that a dumb excuse? They could avoid the headache by not even letting people play it on PC, but this was how they could let more people enjoy something that was worked on.
-2
u/marniconuke 12h ago
then just add it as a free dlc? why does it has to be pre order only and limited time? stop sucking the billionare corporation dick and use yoiur brain
2
u/ColonelJohnMcClane 8h ago
What do you gain by being a jerk? I gave you a reason, you didn't accept it, and you proceed to attack me? Besides, they said "currently unavailable" so they could potentially get the rights to use the tornado from panavia and make it available for purchase again, in which panavia can make their money from new people buying it.
1
u/Hanifloka 22h ago
By that logic, Euro Truck Simulator 2 shouldn't be listed on Steam then considering they don't yet have the Actros MP5 and MP6?
-1
u/marniconuke 12h ago
I don't know what that means, but the game is definetly available? does euro truck simulator 2 comes with a separate game that's impossible to buy? i can't find anything about that so please stay on this reality if you want to debate

It's a press release with a positive resolution to a criticism of the game, so cynically yes but not really.
3
u/TheRaceWar 1d ago
No, there was some stink about AC: Zero (which came as a preorder bonus with AC8) being tied to AC8 on PC. Meaning you would need to download massive AC8 onto your steam deck if you wanted to play a port of a PS2 game.
So it's just an update that some people would be excited to hear.
2
-6
u/enigmatic_dankness 1d ago
Yeah still can't buy the game separately which is, pardon my French, dumb as fuck.
6
u/Adjutant_Reflex_ 1d ago
It’s not. They literally can’t sell it as a standalone game due to licensing restrictions.
-7
u/enigmatic_dankness 1d ago
And yet theyre selling it to people as a pack in with another game, which is the same as selling it but with extra hoops and fomo.
That's alright though, pirates will Crack it to work by itself anyway so no reason for me to trip.
4
u/Paladin1034 1d ago
They're quite literally not selling it. It's bundled as a free bonus in the preorder pack, which costs no more than the retail version upon release.
5
u/Skuggihestur 1d ago
They are not selling it. Why do you seem to think you know more than tbe lawyers than had to spend two weeks getting this resolved so aces didnt get sued?
6
u/TheRaceWar 1d ago
"local man fails to understand that they literally cannot distribute the game separately for legal reasons"
-6
u/enigmatic_dankness 1d ago
Oh I understand they didnt want to pay a little extra to get the license to sell it standalone, they just didnt feel confident enough that it would make the money back, hence packing it in as part of a bundle for a FOMO promo.
But yeah, totally, they couldnt do it, hands totally tied, definitely not just a cheap company 🙄 😉
Anyway, will just pirate it like I said so w.e makes you happy
3

u/Skuggihestur 1d ago
Your comment on "we will just pirate " is why they arent going to waste the money on relicensing the aircraft

u/CndConnection 11h ago
"Players who do not already own the pre-order bonus will not be able to newly obtain ACE COMBAT ZERO through this change."
Big why.
Like why? Why not make it so it's a pre-order bonus but still available to anyone else for a small charge?
I read that there's some licensing BS where they can't list it as a standalone game on steam. Ok then why not list it as a DLC?
3
u/davidfliesplanes 9h ago
Licensing hell for some of the planes included in these old games. Panavia Tornado is one of them. Giving it as a preorder bonus doesn't legally cound as selling it so it's sorta like a loophole.
But it being standalone makes it easier to obtain via the seven seas.
1
u/FirestormTM 10h ago
It's already being changed to a standalone game. Right now as it is, it's listed as an DLC for AC8, thus you have to download Ace Combat 8 to play ZERO.
-6
u/GoatElitist 1d ago
I still don't get why they can't get the license for the Panavia Tornado since other games have it
8
7
u/phenotype76 1d ago
Licensing issues. Panavia refused to allow their more popular airframes in the new game because they're working with a Usean developer to create their own Air Combat style game
-1
u/No_Revenue323 1d ago
so you gotta buy 8 first to get zero at all, even as standalone later. thats a weird workaround but i get why theyre doing it
2
u/FirestormTM 1d ago
I mean that's how you got Zero as your pre-order on Steam, only problem is that it was mentioned to be its own standalone app, which later ended up to be an DLC for AC8, meaning you have to download AC8 to play Zero. Now that's being changed.
1
u/No_Revenue323 19h ago
ohhh that makes way more sense, i had the timeline backwards. appreciate the correction tbh, the dlc-locked thing was a weird middle step and im glad theyre walking it back to actual standalone
-1
u/Physical_Pen5950 PC 1d ago
so if you didnt pre-order youre just locked out forever, nice way to treat latecomers lol
2
u/beatingstuff88 20h ago
Blame licensing
1
u/Physical_Pen5950 PC 4h ago
fair point, i assumed it was just bandai being bandai lol. defunct manufacturers + contracts that only cover preorder bonuses is a mess i didnt account for. still sucks for anyone who missed the window tho
0
u/Physical_Pen5950 PC 17h ago
ah yes the classic "its not us its the suits" defense lol like that makes it any less scummy for players
3
u/beatingstuff88 16h ago
ITs not just "the suits"
"Though it has been some time since The Belkan War’s original 2006 release on the PlayStation 2, Bandai Namco Entertainment was granted permission from respective jet manufacturers to distribute the game as a pre-order bonus, as this fell within the scope of their contracts. However, the contracts do not cover the game being sold separately at a later date, hence its exclusion from online and physical stores."
Theres companies that had their planes in Zero that straight up either dont exist anymore or ask exorbitant amounts of money for one plane they made, the licensing would probably cost more than ace combat 8 will ever bring in
-1

u/Nettysocks 1d ago
So there’s literally no way to get this now even through buying the base game a Dr er it’s released?
It seems waiting and seeing how a game turns out is bad now
12
u/Skuggihestur 1d ago
Everyone was told this.
-4
u/Nettysocks 1d ago
That’s only if you were paying attention to pre release information, I didn’t really look into the information beforehand, since I don’t do that for every single game I buy.
4
u/marpolo 1d ago
Mf they marketed and posted about this on every single piece of media they released since the announcement trailer back in December last year. It's not a well kept secret or something lmao
-2
u/Nettysocks 1d ago
Yeah it’s just a game I knew was coming out but didn’t check any posts since I knew I would buy it eventually.
To be fist most pre order bonus are just skins and such that I never bother to touch or redeem.
It’s not exactly normal for a game to be part of the pre order bonus is it
3
u/fafarex 1d ago
It’s not exactly normal for a game to be part of the pre order bonus is it
yes it is ...
the preorder version of Zelda windwaker had a portage of ocarina of time +an exclusive "master mode", that was in 2002 ...
it's is somewhat common to offert an older game has preorder
Just cause 3 offered Just cause 2 on xbox
Quantum break offered Alan Wake 1
and for a more important exemple, Ace combat 7 did the same thing, offering ACE COMBAT 6 on Xbox and ACE COMBAT 5 on Playstation.
1
u/Nettysocks 1d ago
Ahh fair, well it’s very unfamiliar to games I have personally bought. Still not exactly common these games are many years apart
I guess I’ll pay more attention next time
3
u/DeathKrieg 1d ago
If you use steam you literally could have bought it the day before launch, watched reviews, and refund it if you think it was bad lol
-1
u/Nettysocks 1d ago
Yeah sure but I wasn’t sure and waited, it’s still an odd thing since it forces me to buy a thing if I’m unsure either way. It does for sure pressure you to buy a thing sooner rather than later, it’s not a great system
2
u/DeathKrieg 1d ago
Yeah they said it was license issues repeatedly that they can’t sell it by itself from the get go
1
u/Nettysocks 1d ago
Yeah it is what it is. I wonder if I can still buy a console copy is it just a code in the box?
1
0
u/imaqdodger 1d ago
The corps are using FOMO to get consumers to buy something regardless of how good it actually is. There was a time when initial game sales were limited by physical stock/availability but now that distribution is digital and everyone can buy the game at release, there is no reason to buy a game ahead of time besides preorder bonuses.
3
u/wicktus Switch 1d ago
They were transparent about Zero being a preorder bonus.
Probably related to licensing
Other than that it’s not “bad” but the purpose of a preorder bonus as you may have guessed is for you to preorder
1
u/Nettysocks 1d ago
They likely were, I wasn’t really clued into the pre release stuff though, so I was completely unaware as a very casual ace combat enjoyer
1
u/Peshurian 1d ago
The game launched with very weak DRM, so it's actually out there if you know where to look

u/gouveia00 1d ago
Oh fuck off. I only didn't pre-order AC8 because it was poorly integrated. If it was a standalone from the get go, I'd have preordered it.
7
u/stana32 1d ago
You didn't pre-order the game for an issue that was only revealed after the game came out?
-1
u/gouveia00 1d ago
No, I'm saying the opposite: it was already announced that AC0 would be integrated as "a DLC" in Steam, which is... All sorts of problematic (i.e. if I wanted to get it on the Steam Deck, I'd have to install both AC8 and AC0 to play only AC0, since AC8 is the base game). If they announced it would be standalone before, I'd make the effort to preorder it, since AC0 is pretty freaking awesome.

0 and 6 are the only ones I've never played. Once i saw the reviews i knew I'd love it. 8 is awesome so far.
I'll probably play 0 on my steam deck once it releases standalone. Might have to try emulating 6 eventually

I feel like licensing and copyright gotta change in someway. Its wild that after couple years the digital license expires so you have to find a disc, yet old disc are hard to find. In the end you'd end up finding a site to download it from, even if its console games.
