This is based on the very typical shallow view of TV and movie characters in plot. Sometimes violence in media is for the purpose of parody or commentary. It's not necessarily meant to be instructive or even excuse that type of behavior.

As in the movie Fight Club the Tyler Durden character is not meant to be imitated. The whole movie is a social commentary.

While that’s often true, cop shows tend to have much more simplistic rah rah blue line messages. Often along the lines of ‘oh we need to commit this violence to save the day but damn the regulations stand in the way’. And the message that gets absorbed is that the regulations are the real problem.

It was also weird in Brooklyn 99 that they had the epiphany in the final season that sometimes cops can be bad, after 7 seasons of very aggressive policing where they would draw their service weapons as a reflex every time they entered a new room.

And Rosa's entire character being excessive force and anger is my only emotion is funny if a latina woman does it.

Then she becomes so opposed to the idea of working as a police officer that she decides to become a private detective which apparently means working as a public defender without a law license.
