CPT Megathread: CPT Interpretation Changes

This is the Megathread for CPT.

TL;DR: Whatever your school tells you about CPT is what matters. Your school defines the rules for CPT.

Update October 5, 2026 Lawsuit has been filed regarding the CPT Interpretation changes.

The August 14, 2026 CPT change is not a new CPT regulation or statutory change. SEVP issued Broadcast Message 2608-01, “Reminder of Liability for DSOs Regarding CPT Authorization,". The underlying CPT regulations have not been amended. What has changed is SEVP's interpretation and enforcement posture regarding the existing requirements, particularly what it considers sufficiently “integral” to an established curriculum.

CPT is a school-by-school process. It depends heavily on how a particular institution has structured CPT within each academic program. It can even vary between majors at the same institution.

Under the current SEVP interpretation, “integral” is being treated much more narrowly. As a result, every school now has to review its CPT policies and determine what, if any, risks exist for both the institution and its students.

There is very little useful general advice anyone here can give you about how to navigate those changes.

Until SEVP changes its interpretation, there is no administrative process through which a student can obtain a definitive ruling that their particular CPT arrangement is permissible despite the school's or SEVP's interpretation. Ultimately, challenging the interpretation would likely require litigation, and most students understandably do not want to become a test case.

In the meantime, schools have to operate within the interpretation SEVP is applying. That means evaluating not only whether a particular CPT arrangement appears to satisfy the regulatory requirements, but also the practical risk to the institution and to students whose SEVIS records could subsequently be reviewed.

**This is why one school's CPT policy tells you essentially nothing about another school's CPT policy.**

Two universities can have completely different CPT policies. Two students at the same university can also receive different answers if they are enrolled in different academic programs with different curricular structures.

CPT being authorized for one major does not establish that the same arrangement is permissible for another major. Likewise, the fact that another university is continuing to authorize a particular type of CPT does not establish that your university can or will do the same.

So:

“I already received CPT authorization. What do I do?”

Ask your school.

“What if I need CPT for my thesis?”

Ask your school.

“I previously completed CPT. What does this interpretation mean for me?”

Ask your school.

“The university across town is still approving this CPT. Why won't my school?”

Their policy is irrelevant to your SEVIS record or what your school can offer to you.

The reason CPT questions have so often been answered with “talk to your DSO” is not because there is no general CPT guidance. It is because whether a particular CPT arrangement satisfies the requirements depends on the student's academic program, curriculum, institutional policies, and how the institution has structured and documented CPT.

Unless your DSO is publicly discussing your institution's specific CPT policies and is actively participating in r/F1visa, Reddit cannot reliably tell you whether your particular CPT arrangement is permissible.

Your school's CPT policy and your DSO's authorization are what matter for your SEVIS record. What another school is doing does not create CPT authorization for you.

I know this does not really help many of you as schools review their policies, but it is the unfortunate situation we find ourselves currently.

Megathread: Elimination of Duration of Status

Edit: July 16, 2026 the new Rule has been PUBLISHED

Tl;dr: Long term graduate programs may require more paperwork and uncertainty, Day 1 CPT is no long an option for many students, anyone in the US before September 15 keeps D/S until their program ends or 4 years have elapsed so long as they don't leave the US.

Fixed-Date I‑94 Admissions

Starting September 15, 2026, any F‑1 or F‑2 entering the United States will receive a specific “Admit Until Date” (AUD) on their I‑94 instead of D/S.

Key points:

  • The AUD will match the program end date on the Form I‑20.
  • The AUD cannot exceed four years.
  • A 30‑day grace period will follow the program end date.
  • The traditional 60‑day grace period is eliminated for anyone entering or re-entering on or after September 15, 2026.

Transition Rules for Students Already in the United States

If you are inside the United States on September 15, 2026 with a D/S I‑94:

  • You do not need a new I‑94 immediately.
  • You must file a Form I‑539 extension of stay if you need to remain beyond:
    • your current program end date, or
    • four years after the rule’s effective date (September 15, 2030), whichever is earlier.

Grace period rules for the transition group:

  • You keep the 60‑day grace period unless you leave and re-enter the United States or file an extension on or after September 15, 2026.
  • After either of those actions, your grace period becomes 30 days.
  • Any re-entry on or after September 15, 2026 will result in a date-specific AUD with a 30‑day grace period.

Mandatory I‑539 Extensions

Any time you need more time beyond your AUD, you must file Form I‑539 with USCIS. This includes:

  • Program extensions
  • School transfers
  • Changing degree levels
  • Post-completion OPT
  • STEM OPT
  • Cap-gap extensions
  • Reduced course load extensions
  • Medical RCL extensions

The extension process includes fees, biometrics, and possible interviews.

As of July 16, 2026 the cost would be $420 and $85 for biometrics. Premium processing for this is not currently available per page 165 despite it being requested.

Restrictions on Academic Changes

Undergraduates:

  • May change majors or transfer schools only after completing one academic year.
  • SEVP may grant exceptions for extenuating circumstances.

Graduate students:

  • Cannot change majors or degree levels during the program.
  • May transfer schools only if SEVP approves an exception for extenuating circumstances.

Prohibition on Lateral or Reverse Matriculation

After completing a program, F‑1 students cannot begin a new program at the same or lower educational level. Examples include:

  • Bachelor’s to a second bachelor’s
  • Master’s to a second master’s
  • Master’s to a bachelor’s

This applies only to programs completed after September 15, 2026.

Expected Impacts for F‑1 Students

Institutions anticipate:

  • Higher costs for students (fees, biometrics, possible legal assistance)
  • Longer USCIS processing times
  • More USCIS involvement in routine academic changes
  • Potential enrollment impacts due to reduced predictability

Effective Date

The rule becomes effective September 15, 2026, unless delayed by litigation or Congressional Review Act review. Until then, current D/S rules remain fully in effect.

I will get information on advocacy and how to ask congress to change or hold the rule over the next few days.

FAQ as of July 18, 2026

  1. Does this apply to current students or only new ones? Everyone is affected.
  • Current students stay in D/S until their current I‑20/DS‑2019/EAD ends, but no later than late 2030.
  • Students entering after Sept 15, 2026 get fixed-date admissions (AUD) immediately.
  • “You’ll remain in D/S… but no longer than four years after the rule takes effect…”

2. What happens if I travel after Sept 15, 2026? Travel ends your D/S.

  • When you return, CBP gives you a fixed-date I‑94 based on:
  • your program end date OR
  • 4 years from entry whichever is sooner, plus a 30‑day grace period.
  • Travel before Sept 15, 2026 does not affect D/S.
  • “If you leave… your D/S protection ends.”

3. Do I need an I‑539 for OPT or STEM OPT? (Most students will need I‑539) :

  • I‑765 (OPT/STEM OPT)
  • I‑539 (Extension of Stay)
  • If you are still in D/S and file BEFORE March 18, 2027 you may skip the I‑539.
  • Leaving the U.S. before filing removes the exception.
  • “Students… generally need both an I‑765 and an I‑539.”

4. Can I work while my I‑539 is pending? Yes, if:

  • It’s CPT, on‑campus, or economic hardship employment
  • AND your I‑539 was timely filed
  • AND you are within the 240‑day continuation window
  • STEM OPT applicants still get the 180‑day automatic extension.

5. What happens at year four of a long PhD? You do not need to finish your PhD in four years.

  • If your AUD expires before your program ends, you file I‑539 Extension of Stay.
  • You qualify if:
    • Your DSO issues a new I‑20 with a later program end date, OR
    • You have academic, medical, or uncontrollable reasons.
    • “You qualify if you have a currently issued I‑20 showing additional time…”

6. Does re-entering give me a new 4 years?

  • Yes , but only up to your program end date.
  • Every entry resets your AUD:
  • AUD = program end date OR 4 years from entry (whichever is sooner).

7. Visa stamp vs. I‑20 — which controls my stay?

  • Inside the U.S., your I‑94 (or D/S) controls your status.
  • Visa stamps matter only for re-entry.
  • You can leave and re-enter to get a new AUD instead of filing I‑539.

8. I’m on OPT/STEM OPT with an approved EAD — am I affected now?

  • No. You stay under current rules until your OPT/STEM OPT ends.
  • New rules matter only when you:
    • apply for STEM OPT after OPT, or
    • start a new academic program.
  • Employment continuation rules (180‑day STEM OPT extension, 240‑day CPT/on‑campus) still apply.
  • 9. Is my grace period 30 days or 60 days?
  • If you stay in D/S → 60 days
  • If you re-enter after Sept 15, 2026 → 30 days
  • Filing I‑539 during the grace period allows study but not work.

10. Can I still move from bachelor’s → master’s → PhD?

  • Yes. You need a new I‑20 or a transferred I-20 and possibly I‑539 if your AUD expires before the new program ends.

11. Can I still transfer schools or change my major?

  • Undergraduates No transfers or major changes in the first academic year unless SEVP approves.
  • After year one → normal flexibility.
  • Graduate students Cannot change major/educational objective at all.
  • Cannot transfer schools unless SEVP approves an exception.

12. When does this take effect?

  • September 15, 2026.
  • Until then, current rules apply and DSOs can still process:
    • I‑20 extensions
    • transfers
    • level changes
    • Anything completed before Sept 15 continues under current rules.

13. What about Day 1 CPT programs?

  • Not banned — but much harder to access.
  • Barriers include:
    • You now need USCIS approval (I‑539) for new programs after OPT/STEM OPT.
    • You cannot start a same-or-lower-level program after Sept 15, 2026.
    • Graduate students cannot freely transfer.
    • This removes the most common pathway into Day 1 CPT.

14. What about F‑2dependents?

  • Dependents follow the principal’s (F-1's) status.
  • They must be included in the principal’s I‑539 or file their own.

15. Will this be challenged in court?

  • Maybe, but there isn't a specific plan.
  • Nothing currently delays implementation unless Congress acts. (Unlikely)
  • Students should plan based on the published rule.

16. Does premium processing apply to I‑539 extensions?

  • No. Premium processing is available only for a change of status, not an extension of stay

17. Can I pursue another degree at the same or lower level?

  • Only if your earlier degree was completed before Sept 15, 2026.
  • Degrees finished after the effective date trigger the restriction.
  • Foreign degrees do not count toward the restriction.
  • “The bar… applies only to a student who completes a program after September 15, 2026.”

18. Does this affect H‑1B?

  • No. H‑1B is completely separate.

19. Does this affect CPT for required internships?

  • Required CPT (not Day 1 CPT) is still allowed.
  • If your AUD expires before your CPT end date, you must:
    • file I‑539 or
    • travel and re-enter to reset AUD
  • Existing CPT continues for up to 240 days while I‑539 is pending.

20. If my school extends my program, does that extend my stay?

  • Before Sept 15, 2026:
    • Yes, you keep D/S until the new end date (up to 4 years ahead).
  • After Sept 15, 2026:
    • If your AUD expires before the new end date, you must:
      • file I‑539 or
      • travel and re-enter the U.S. to update the AUD

21. If my OPT/STEM OPT is pending and I travel after Sept 15, 2026, what happens?

  • You will be admitted under AUD.
  • Your OPT/STEM OPT application remains valid, but you may need I‑539 depending on timing.

22. If I file for OPT/STEM OPT before March 18, 2027, do I need I‑539?

  • only if you travel and re-enter under AUD before filing.

23. Can I still do same-level CPT programs (e.g., second master’s)? Only if your earlier degree was completed before Sept 15, 2026.

  • After that date, same-level programs are generally barred.

24. Does my I‑94 automatically match my EAD end date? If you remain in D/S → yes.

  • If you re-enter after Sept 15, 2026 → your AUD is:
    • program end date
    • or EAD end date
    • or 4 years from entry, whichever is sooner.

May 2026 grads - share your success stories and what approach worked for you?

I graduated in May 2026 and have been job hunting since then. I have hardly gotten any calls, apart from consultancies and a couple screening calls. I had about 5 YOE back in my home country (different field completely) before I landed here for a masters in SWE. I have one internship in software QA under my belt.

Would really appreciate any success stories from fellow May 2026 grads and any tips on what strategies/approaches worked for you

Can I apply for post-completion OPT more than 90 days before my graduation date?

I have a job offer with a start date of November 5, 2026, and I plan to use CPT for it.

I have completed all my coursework, and the only requirement I have left is my capstone, which can be completed through a paper, project, or internship. However, my university only allows me to graduate in April 2027.
My CPT ends on December 12, 2026, and I am hoping to apply for post-completion OPT now, use premium processing, and receive my EAD by December 12 so I can continue working without a gap.

I understand that normally, you cannot apply for post-completion OPT more than 90 days before your graduation date. However, I also read that there may be an exception for students who have completed all their coursework and only have a thesis, dissertation, or equivalent capstone requirement remaining.

I’m confused about whether this exception applies to my situation and whether I can apply for post-completion OPT now, even though my official graduation date is in April 2027.

Has anyone been in a similar situation and successfully applied for post-completion OPT more than 90 days before graduation? If so, could you please share your experience and how your university handled the OPT recommendation?

Transitioning from F1 STEM OPT to J1 (Research Scholar)

I am currently employed as a Postdoc with my F1 STEM OPT. My work authorization will end soon and I will have to switch to a J1.

I am trying to think about the logistics: When I go to my home country for consular processing of the J1, do I need to be terminated from my current employment or can I continue receiving wages (even if under an approved PTO or leave)? The OPT would be valid until a few months after this. But I am worried about this limbo in between leaving the US and returning with my new J1 (assuming all goes well, obviously).

Thank you!

HELP: OPT EAD marked “delivered” but lost by USPS

Hi everyone, I'm really stuck and would appreciate any advice from people who've been through this.

Timeline:

Filed post-completion OPT with premium processing, approved Sept 23

My card was mailed to my university's international office (that was my mailing address on the application)

USPS tracking shows it was delivered Oct 1

My university searched all their buildings and mailboxes and says it never arrived. USPS says it was delivered and told me to file a claim and ask USCIS to send another one

Filed a replacement I-765 (c)(3)(B) on Oct 8 (SHOULD I ADD PREMIUM PROCESSING?)

The problem: my employer's immigration attorney won't accept the replacement receipt for the I-9, even though M-274 says a receipt for a lost/stolen document is valid for 90 days. So I can't start until the new card arrives. I've already used around 18 unemployment days.

My questions:

Has anyone had USCIS reissue the original card through the premium processing unit, even though USPS tracking shows "delivered"and USPS emailed me saying they delivered? I saw someone say they got a new card by asking a letter from USPS so should I try more to ask them?

If you filed a replacement with premium, how long did it actually take to get the physical card?

Thank you so much. This has been really stressful and any help means a lot.

OPT/STEM OPT I-765 “Card Was Produced” on Oct 6 but tracking number says UNAVAILABLE. Anyone else seen this?

Post image
2 Upvotes

Hey guys, looking for experiences with this.

My I-765 (EAD) timeline:

  • Apr 23: submitted
  • Apr 24: receipt notice
  • May 11: biometrics scheduled
  • May 12: in processing
  • Oct 3: approved
  • Oct 6: card was produced

The case status page says the tracking number assigned is UNAVAILABLE and tells me to use USPS Quick Tools tracking, which I obviously can’t do without a number. It’s been 9 days since the card was produced and nothing has shown up in the mail yet.

Screenshots attached, with the receipt number blurred.

Questions:

  1. Has anyone else gotten “tracking number UNAVAILABLE” on a card production notice? How long did the card take to arrive?
  2. Did you eventually get a tracking number, or did the card just show up?
  3. At what point did you contact USCIS (e-Request, or calling the Contact Center) about a missing card?
  4. Does it matter that my mailing address was already on file, or should I double-check it?

Thanks in advance!

Question F1 in AOS receiving state aid (WA)

Can an F-1 student with a pending I-485 qualify for Washington state financial aid through WASFA?
I’m trying to understand Washington state’s eligibility rules for state financial aid, particularly the Washington College Grant, for someone in my wife’s situation. We’ve received conflicting explanations, and I’m hoping to hear from people with firsthand experience or knowledge of the relevant laws and regulations.
Here’s our situation:
My wife originally came to the United States on an F-1 student visa.
She is now married to a U.S. citizen and has a pending I-485 application for adjustment of status.
She continues to maintain her F-1 status while attending college.
She has a Washington high school diploma.
A college residency officer reviewed her circumstances and determined that she could qualify for in-state residency based on her pending adjustment-of-status application, along with other residency qualifications.
We are now trying to determine whether she can also qualify for Washington state financial aid through WASFA.
The confusing part is that Washington’s own residency guidance identifies pending adjustment of status as a qualifying circumstance under certain pathways for establishing eligibility for in-state tuition. In our case, a residency officer has already indicated that my wife qualifies for in-state residency based on her circumstances and other applicable residency factors.
However, we have received conflicting explanations about whether maintaining F-1 status prevents someone from receiving state financial aid. One explanation suggested that an F-1 student cannot receive this aid because of an agreement, federal restriction, or institutional policy.
I’m trying to understand whether there is actually a specific law or regulation prohibiting this, or whether immigration status, residency requirements, and financial aid eligibility are being conflated.
My questions are:
Has anyone with an F-1 visa and a pending I-485 successfully received Washington state financial aid through WASFA?
Can someone maintain F-1 status while receiving state-funded financial aid, provided they independently meet the state’s eligibility requirements?
Is there a specific federal law, regulation, or F-1 requirement that categorically prohibits an F-1 student from receiving Washington state financial aid?
How does Washington’s pending-adjustment-of-status pathway apply to someone who originally entered on an F-1 visa and later married a U.S. citizen?
If a college residency officer determines that someone qualifies for in-state residency, does that help establish eligibility for state grants, or are there additional requirements that must be evaluated separately?
If a college says an F-1 student cannot receive state aid, what specific law, regulation, or written policy should the student ask to see?
I understand that a pending I-485 does not automatically guarantee eligibility for every type of financial aid, and that residency classification and grant eligibility may involve separate requirements. I’m trying to determine whether maintaining F-1 status is itself disqualifying, even when someone has been found eligible for in-state residency through a separate Washington state pathway.
I would especially appreciate official guidance, relevant legal provisions, or firsthand experiences from people who have dealt with a similar situation in Washington.
Thank you for any insight or clarification!

CEAC Tracker says “Your search did not return any data”

I got my visa in 2022. I usually check the CEAC Visa Status Check website and it would show me the status as “Issued”. However when I try to check it now it just says it couldn’t return any data.

I was planning on travelling this winter break. I initially did my bachelors (graduated this year), did an internship on OPT for a bit and started a Masters program a couple of months ago.

What could this mean and is there a way to know for sure if its all good to travel this winter? I have never gotten in trouble with the law or anything

OPT/STEM OPT Lost/Misdelivered OPT EAD Card by USPS – How long for replacement?

Looking for advice on a lost OPT EAD.

USPS marked it delivered Sept 3 but gave me a letter admitting misdelivery. I filed an I-765 replacement Sept 11 with all evidence, but it's been over a month with no updates while my employer pushes for the card.

Has anyone had a replacement re-issued for USPS misdelivery, and how long did it take or how did you expedite it?

Question Is my major closely related to the OPT work?

For context, I am studying Aeronautical engineering (I know it was a bad choice as an international student, but I really wanted to learn the aeronautical aspect; didn’t think much of the jobs in the US). I recently got a mechanical engineering job at a medical device company, was wondering if they are a close match?
It doesn’t have the “aero” part but a lot of mechanical jobs are closely aligned with aeronautical engineering like: thermodynamics, fluid mechanics, solid mechanics, etc. I’ll be working on CAD and FEA and stuff like that, which aeronautical engineers do. Do you guys think my OPT will be approved?

Creative/Arts/Writers on F1 OPT - Self-Employment?

Hi all, I am considering self-employment at the moment, finishing my novel and publishing it during my post-completion OPT. I see a lot of people starting an LLC especially in tech/start-up related fields, but I am wondering if studio arts, writers, musicians on OPT has gone through the process of establishing themselves through Sole Proprietorship.

My DSO is slightly unsure in this area because she hasn’t worked with creative people through this path.

OPT Denied- DSO error

After waiting for 5+ months for opt decision, yesterday I received a denial. I have not received the letter with reasons and instructions but today I contacted my school and they said DSO did not submit my recommendation (after I requested it)

My program ended in May so I am beyond pass the 60 day grace period.

My questions are: can I apply to change status on a form I-129? (Based on a TN visa)

Am I gonna be given a grace period to leave the country or am I out of status and should I leave the country ASAP?

Thanks

Visa Problem bank statement

I have one concern. My father sent me a six-month bank statement on September 2, 2026, but my visa interview is on October 29, 2026.
Will this bank statement still be valid for my interview? The problem is that my father is currently outside the country where his bank is located, so he may not be able to obtain a more recent statement in person.

Wrong CIP Code on Initial OPT I-20 – DSO Corrected It After I-765 Submission. Will This Affect Approval?

Hi everyone,

I recently applied for my initial post-completion OPT (Form I-765) with premium processing on September 26, 2026.
After submitting my application, I noticed that my I-20 had an incorrect major and CIP code. My actual master’s program is Electrical and Computer Engineering (CIP 14.4701), but my I-20 listed Electrical and Electronics Engineering (CIP 14.1001), which was my previous doctoral program’s CIP code.

I immediately contacted my university’s DSO. They acknowledged that it was an administrative error during my change from PhD to master’s. They corrected my CIP code in SEVIS and issued a new I-20.
My DSO also provided a signed support letter explaining the university’s mistake and requesting USCIS to consider the corrected I-20.
On October 13, I uploaded both the corrected I-20 and the DSO support letter under Unsolicited Evidence in my USCIS account.

My current case status is “Biometrics Appointment Was Scheduled,” and my appointment is on October 19. My application is still pending.
Has anyone experienced a similar situation where their CIP code or major was corrected after submitting Form I-765?
Did USCIS accept the corrected I-20 uploaded as unsolicited evidence, or did you have to take additional steps? Did it affect your OPT approval or cause an RFE?
I would really appreciate hearing about your experiences. Thanks!

Question Starting a Business on F-1

Has anyone started an online business while on F-1 and serviced clients in the US or abroad?

If I’m physically in the US doing the work, does it solve the problem if I route the payments to an Indian account in my name or family member’s name.

Alternatively, can I partner with a US citizen and have the business/payments under them while I help operate it?

Looking for anyone who has actually done this or gotten immigration advice on it.

STEM OPT - Can i enter through different cities’ ports of entry?

I'm currently on STEM OPT and my official work location is Texas. I'll soon be traveling from Seattle to my home country and returning to Seattle. Would flying back into Seattle rather than Texas be a concern at the port of entry?

Opt recommendation

Guys I applied for pre opt from around 7 months ago. The issue is that every time my dso sent me the I-20 it indicated the opt recommendation in the employment authorization part, but for the recent fall I-20 I don’t see the I-20 recommendation does that mean anything?

Tell them now or wait?

Hello everyone. After submitting over 2,000 job applications since January 2026, I finally secured a position in my field—technology—which is eligible for work under my OPT. I received a job offer with a start date of November 30th. However, I cannot find this company in the official E-Verify database. My EAD card expires in February 2027, so I will need a STEM extension before then. My dilemma is whether to inform them now that I require sponsorship—risking the possibility that they might rescind the job offer—or to wait until a few weeks after I’ve started the position to ask them to enroll in E-Verify. This is my current concern; any advice or potential solutions would be greatly appreciated.

Abu Dhabi F1 USA immigration experience?

Hi everyone! I have a few questions regarding traveling back to the USA on F-1 STEM OPT via Abu Dhabi and would really appreciate hearing about anyone’s recent experience.
A friend of mine is traveling from South Asia to the USA with a layover in Abu Dhabi. He is currently on F-1 STEM OPT, and his F-1 visa is valid for another three months.
He is currently employed full-time and plans to carry the following documents:
Valid passport and F-1 visa
STEM OPT EAD card
Valid travel-signed I-20
Last six months of pay stubs
Employment verification letter
Leave approval letter from his employer
I have two main questions:
1. Immigration experience in Abu Dhabi: Has anyone recently traveled back to the USA under similar circumstances (F-1 STEM OPT with approximately three months of visa validity) via Abu Dhabi? How was your immigration experience? Were there any additional questions, delays, or issues during immigration or boarding?
2. Three-hour layover: Is a three-hour layover in Abu Dhabi generally sufficient for the transit process and US preclearance formalities, if applicable to the itinerary?
He will be returning to the USA to continue his full-time employment and will have all the above documents with him.
I would be especially grateful to hear from anyone who has traveled recently under similar circumstances. Personal experiences and advice would be really helpful.
Thank you so much!

Should I change my address after approval?

My OPT was approved about 5 days ago.The address I put in was my school’s international office because that’s what they recommended. However, I now want to sign up for informed delivery to be able to know when my card will deliver but I can’t do that with my school’s address.

I still haven’t received the “card is being produced” update. Should I go ahead an change it or should I just wait it out?

Any advice is appreciated
