🔥 Rants & Complaints Reporting severe illegal partitions/overcrowding in Karama anonymously (under the new Aug 2026 law), wil the authorities actually act?

Hey everyone, I need some advice on reporting a severe overcrowding issue in an open (non-gated) building in Karama. One of the units (a 1 or 2 BHK) has been chopped up into 10+ partitions, housing at least 10 different families/couples. The crowd it's attracting is becoming scary to face—there are constant late-night fights outside nearby grocery stores, major hygiene issues, and individuals loitering who make visiting relatives with young children feel highly unsafe. It’s also an massive fire hazard. I want to report this anonymously because I don't want to face retaliation from these individuals, but I have a few questions before I do:

  1. Can I truly tip off authorities anonymously? If I call Dubai Municipality or email Wasl, will they keep my details 100% confidential if I ask?

  2. Will they actually do anything? I know that under the new law passed in August 2026, shared housing can be legalized under strict terms, and I see partition ads openly pushed on Dubizzle and Instagram all the time. But there is no way this level of hazardous cramming complies with municipal guidelines.

  3. Has anyone successfully gotten a partitioned flat inspected recently? What is the fastest way to get them to take action? I just want the legal owner held accountable so the building is safe for families and children again. Any advice on the best channel to use would be highly appreciated.

Sorry if this is not the right subreddit to raise this query, glad to be guided towards the right subreddit.

Once a complaint is made, authorities are compelled to act. I'm sure they are incentivised to act.

Something similar happened in AD. Rumor was, Utility guy took pictures and uploaded to complaint portal or something. Apartment was sealed and landlord was fined like 50k.

May be use dubai police app to report it anonymously. Unlikely they will divulge ur identity.

Use Dubai Municipality's 800900 line before emailing Wasl. Ask them to log an overcrowding and partition notification for the exact Karama unit and give you the case number. DM says it carries out field inspections for multiple-family occupancy. Don't treat it as 100% anonymous: its privacy notice allows your details to reach the departments handling the case, so ask the operator what identity data is required and visible.

Poor people are living there. Doing so will cause harm more to the people than the landlord who can afford the fine.

Trust me, the issue is bigger and most of the blocks have a lot of illegal spaces like this kind, and tbh these owners (indirect renters) are just exploiting people.

Now from Aug 2026, Dubai has legalised a lot of partition spaces in Dubai, those are fair areas and not too crowded. These poor people can easily find other partition spaces there which are within the legal capacity.

It's not cool to make a place dirty and such overcrowding should be called out. I can't name these people (the ones from this area who are indirectly renting these properties) as it may sound rude, but they are all from the same country, and new visas for their nationality are not permitted (obviously for a reason).

And in fact, to rent out a residential space in this condo, Wasl doesn't give it to them directly (two years ago they stopped giving it to them). So they trap innocent families, mostly Indian or possibly Pakistani families by offering them a small amount (they use their names to rent out these flats). They give them a very small portion of the amount and manage everything on their own. Now since their Emirates ID is not in the picture (no name on the contract), they think they can do whatever they want.

I unfortunately have had a chance to interact with some of these people and obnoxious is the word I would like to use. I kid you not, the way they speak is horrible. I would never want any child to look up to it and even by a remote mistake learn anything of that kind. And right, these people call people from their own country and make them do cleaning and all other work for very less money (they also beat them if work is not done as per their needs).

Such issues should come to light tbh, if people come to another country they should respect people around. This sort of groupism and exploitation is not cool.

From a family's point of view, it feels unsafe and considering children, I wouldn't want children to witness goons around them when growing up. Not a good example to see.

I understand your point and respect it. Abuse of workers is never okay, and people should report it. But I think the root cause is affordability. I've lived in shared housing like this and seen the hardship firsthand. Someone earning 3,000 AED in a shop can't absorb rising rent, and complaining about the law doesn't change that math. Until there's real budget housing for working-class people, this keeps happening. And if they can't afford it, they leave

Give them your appartment then. I'm sure you'll love the crowd OP just described.

the landlord doesn't have unlimited money though. Continuous/Repeated fines/penalties will attract a bigger action, even imprisonment or deportation.

We live in Al barsha and it’s a family building for the most part. Of late we did start to see some bachelors (male/female) staying in the building. They were all professionals and executives and most likely living in room sharing.

However, to our surprise, DM and Police visited our building and knocked at each apartment to check for partitions.

Was it after the new rule [of legal partitions] came into picture ?

Honestly, this is nothing new. Karama has been getting worse day by day with all the overcrowding. Some flats have even converted their balconies into bed spaces, over crowded apartments, no privacy for people to walk within apartment or the building vicinity. The irritating part is people gathered at building entrance to smoke, loud conversation even after Midnight....etc

No proper hygiene, garbage thrown everywhere, tobacco spit all over the place, grocery shops secretly selling cigarettes, drunk people walking around, and even Karama Park is no longer a peaceful place for families to sit and relax. Instead, you see dance gatherings and all sorts of other activities going on.

The problem is, people have got used to the usual routine of inspections, fines and raids. Whenever strict checking happens, overcrowded rooms get cleared, illegal bikes are removed, fake items are seized, and there’s a big hype around it. But give it a week, and everything is back to normal again. People know that regular inspections don’t happen, so they simply start everything again once things cool down.

This needs to be handled properly by the right authorities. It’s not something one department can solve alone. Different government departments need to work together, with regular inspections and proper follow-up, if we really want to see a lasting change.

I also feel that the agents who promote these places just for their commission should be held responsible. For the sake of making money, they encourage people to break housing rules without caring about the problems it creates for residents and the neighbourhood. Heavy fines and strict action against repeat offenders might make a difference.

Anyway, good luck with your complaint! 😊 Hope it reaches the right people and brings some real change to Karama. At the end of the day, everyone deserves a clean, peaceful and friendly neighbourhood.

Need a separate portal to report these partitions in various areas from Marina to Karama

Yes, we understand that alotta people do not earn enough to rent a proper place but that doesn't give them right to leave places unclean and not consider being decent.

Dubai Municipality will take prompt action . Send them an email with all the details or call the helpline

They won’t divulge who made the complaint

I once went to a friend room (thats what he told me). once i entered, it was like a den.. gosh.. it was jst a bed and thats it.. sit, stand sleep on that only. n worst part.. even there was first floor to that as well.. the person staying up cant even stand.. he has to just get in and sleep. they call it as capsule.. there were couples also staying and the call it loft.. i believe no less then 30 - 40 ppl were staying in that place which was i think 2bhk.. making small tiny partisions. I would die rather then staying in such place. even jail may have some space to live.. its not even hidden.. jst look tik tok.. there are ppl advertising it openly to rent.
