my semi-sourced speculation is that she and her husband paid for the flights and stays of all the breakdancing judges from the (often poor) other countries in the region, so they felt an obligation to score her high

If somebody had told me it was an old Madtv skit I wouldn't have questioned it. It's made especially egregious as it was the actual Olympics and not some little regional competition.
