The new Russian agreement takes a different approach by attempting to increase global supplies rather than restricting American exports or changing domestic fuel-use rules.

The biggest question is how much relief this agreement can realistically provide. The initial 300,000 tons represents approximately 2.2 million barrels of diesel, a meaningful shipment but relatively small compared with global consumption. The full agreement could have a larger effect if Russia delivers the promised quantities and those supplies reach markets experiencing shortages. Diesel futures declined following the announcement, but that doesn't guarantee an immediate reduction at American pumps.
