Aeon v3 Hub migration from ST Home hub v2

Been using SmartThings hub for 10 years or more. Over time, Ive added a lot of devices and started having delay problems . There was a network optimization tool in my original hub, which usually would optimize the Z-Wave network and things would be dandy again. This time, however, the hub never finished optimizing the network - three full days before I stopped it. So... Ordered new hub, used the Replace Hub tool to migrate everything over to new Aeon v3 hub. Everything migrated, but same delays in the new hub. My intent was to split the network across the old hub and the new hub after resetting the old hub. Old hub does not reset - toothpick until SOLID yellow - ends up with green light and can't be discovered. No batteries in hub while doing the reset. I think it's bricked, not planning to use it. So I ordered yet another Aeon hub which arrives today.

In troubleshooting the delay problem in the first new Aeon hub, I discovered there is a Z-Wave tools button, but never opens to the panel where you select Exclusion Mode, Optimize/Repair network, etc. BTW using iOS devices to run the ST app.

What is the recommendation for moving enough devices off of one new Aeon hub onto the second new aeon hub while preserving all my Routines?

I have a mesh home router network. Was going to physically locate the newest aeon hub with the router satellite and connect them via ethernet - no wifi. Then, assign devices to each of the two new hubs hub based on proximity - so that the hub in the equip closet has about half the devices and the newest hub plugged into router satellite will have the other half of the devices. So I think I'm gonna have to Exclude (about half of the) devices and then add them back onto the newest hub - one at a time, repairing the routines after each add. Is this plan sane?

Loosely related question... Any way to back up and restore the routines using USB drive?

Thx in advance
