How should a player decide which zone to use this Subterran Sensor card?

I assume you want to use it in a zone where there are lots of ruins, since Archaeological Finds are only on ruins. Is there any other factors to consider?

I would imagine if your director of economy has said no new discoveries will be made then you don’t use that card there

According to experienced players it gives a flat empire wide bonus so it doesn't really matter. we had a thread on this last month.

More ruins in the zone = more value from the sensor, so that is your top priority. It won’t search outside the zone it is in, so placing it in a zone relatively few ruins is wasteful.
