Good discussion about it here: https://www.reddit.com/r/Sandman/s/h6VquWJ87S

While many people have speculated about Dusk being a distant relative or half sibling or something of the Endless, apparently she is only described as an attendant of Night, and the exact details of her relationship with Night and/or the rest of the family are left up to individual interpretation.

(She does say to Dream "I will take you to your mother," not "I will take you to our mother," suggesting that even if she is a distant relative of Night in the metaphorical sense, they do not see themselves as being family - unlike the Endless, who do.)

Time, Night and, in this case, Dusk are not really the Endless' kins, as we know the Endless are concepts born from life forms' mind. They're presented as kins, father, mother, maybe sibling just for storytelling sakes, to further explore Morpheus character. They're more metaphors and narrative devices than full actual "characters" in the established lore. If we want to recognize them as their given narrative roles of parents (or sibling, in Dusk's case), we can think of em as other concepts or elements that caused life forms to elaborate those other concepts as the Endless: "time" may be that conventional dimension or life characteristic during which things happen like life itself, Death, Destruction and so on... "Night" could be that element of reality that causes life forms to rest, then sleep and hence to dream. Dusk's could be a sibling in the sense that she's born from those elements too, but it's not an Endless as they're defined in the lore.

Maybe like 5 times, in its entirety. Bits and issues of it more than that, as I find myself talking about it in this sub or translating it in my language from time to time (there are already official translations and prints but I often find they're not quite on point in some cases). It's my absolute favorite comic series. You can tell from my pfp and nickname, right?πŸ˜‚
