I want a quiet PC more than a powerful one. What should I prioritize?

Building a PC soon and honestly I care more about it being quiet than getting crazy performance. Mostly gonna use it for gaming, browsing and everyday stuff, nothing too extreme. What parts should I focus on to keep the noise down? Is it mainly about getting better fans and a good CPU cooler, or does the GPU and case make a big difference too? Also wondering if going with a lower power build is worth it for less noise, dont wanna spend extra on parts that barely help lol.

Should intake fans be stronger than exhaust fans?

Trying to figure out the best fan setup for my PC and keep seeing people say intake fans should be stronger than exhaust, but others say it doesnt really matter that much. My case has space for a few fans in the front and some at the top and rear, so im not sure how to balance everything. Should I aim for more air coming in than going out to get positive pressure, or is having equal intake and exhaust better? Also does fan size and RPM matter more than the actual number of fans? I dont wanna just fill every slot with fans if its not gonna improve temps much lol. Dust is another thing im trying to avoid since my room gets dusty pretty quick and cleaning the PC all the time sounds annoying. Would having stronger intake fans help with that, assuming the case has dust filters? And if I add a GPU later that runs pretty hot, would I need to change the whole fan setup again? Just trying to get a decent airflow setup without spending money on a bunch of fans I probably dont need. What do you guys usually aim for when setting up intake and exhaust, especially for a normal gaming PC?
