Place window while gaming does not work

Hi, my gf and I wanted to play some vr Fishing and watch a Disney movie. For me, I could start Disney, start Real Vr Fishing and can watch finding Nemo while fishing some clownfish.
For my gf, it does not work, whatever I try.

I have to say, I had to do a work around. So I start Disney, start Vr Fishing, start YouTube vr and close YT after I see the windows from Disney and YouTube ingame. So, I thing, I am just lucky? Or do I miss something?
Additional, I cannot move the YouTube window freely in the room. Is this intentional?
Both quest 3, bist on the up to date software, both has “seamless multitasking” turned on and reset the room measuring
