He's alway caucuses with the dems and he was running for their nomination. They let him run because they never expected him to actually be a contender for the nomination.
he wasnt ever a contender for the nomination. he was never close to winning in either election,. because he doesn't understand how to build a coalition that exceeds about 30% of the primary electorate.
