MusicPH Suggestion: Should the Philippines adopt Japan's lottery system for concert tickets to prevent scalping and scams?

With everything that's been happening in the Philippine concert scene lately, I can't help but wonder: Why don't we consider adopting Japan's lottery-style ticketing system?

Nowadays, buying concert tickets here feels like a competition. You have to deal with online queues, tickets selling out in minutes, scalpers reselling tickets at ridiculously inflated prices, scammers, and so-called ticket assistance services that may or may not be legitimate.

It's becoming unnecessarily stressful for genuine fans who just want to see their favorite artists perform.

In Japan, some concerts use a lottery-based ticket application system, where fans enter a draw for the chance to purchase tickets instead of competing in a first-come, first-served online queue. It's not a perfect system, and getting selected isn't guaranteed, but I think there's something worth learning from it.

Here's my suggestion for the Philippine concert scene:

  1. Lottery-based ticket applications. Instead of relying solely on who can get through an online queue the fastest, fans could register for a ticket lottery within a specified application period. The system would randomly select successful applicants, giving everyone who enters a fair chance.

  2. A verified ticketing app. We could adopt a system similar to Japan's AnyPASS, where digital tickets are managed through an official platform. Ideally, tickets would be linked to verified accounts to make unauthorized selling and fraudulent ticket transfers more difficult.

  3. Controlled ticket reselling. If someone can no longer attend a concert, they should be allowed to resell their ticket only through the official app or an authorized resale platform. The resale price should be capped at the original ticket price, with clear rules for any legitimate service fees. No ridiculous markups just because demand is high.

  4. Apply the same concept to running events. This could also be considered for highly anticipated running events where race kits sell out quickly and resellers or unofficial ticket and registration assistance services become an issue. An official transfer or resale system could help protect runners from fraudulent registrations.

Of course, implementing this would require cooperation among concert organizers, promoters, ticketing companies, event organizers, and possibly the government. There would also need to be safeguards against people creating multiple accounts or abusing the lottery system.

I know Japan's system isn't perfect, and not every Japanese concert uses the same process. But I think we can learn from the idea and adapt it to our local setting rather than simply accepting scalping and ticket scams as normal.

What do you guys think? Would a lottery-based ticketing system with official, face-value-only resale work in the Philippines?

I'd love to hear your thoughts, especially from people who have experienced buying concert tickets in Japan and here in the Philippines.

May insiders ang scalpers rito, some employees of ticket sellers receive kickback from scalper after sharing the official ticketing link.

I heard about this. This is so sad.

There’s just a lot of greed in the Philippines.

May trivia question before buying tickets lol.

Madadaya rin yata yung ganyan. Mag-gu-Google yung scalper.

Nice. Anu-ano mga tinanong sa mga scalpers?

Random pokemon stuff daw.

Tickets should be treated like airline tickets. The ticket is bound to the name of the buyer/s and can't be resold or transferred. It can only be refunded and returned to the system. It should also require the app with ID verification via eGov so that everything matches from the printed ticket to the app and account used to buy the ticket.

•

u/Maleficent-Fuel-7223 7h ago

You don't even need to tie it to the official eGov app. The ticketing app itself can just run its own eKYC verification—you submit a photo of a valid government ID (front and back) along with a quick selfie/facial scan right in the app to verify your identity once, and you're good to go.

Even government agencies get hacked. I don’t trust ticket distributors to keep it safe.

•

I've thought about that as well but knowing how paranoid people are about uploading IDs and doing facial verification, utilizing the eGov app which directly uses your actual information is much better since those information are actually verified.

I actually like the system of Japan. I have a specific artist I follow so I joined his fan club just to join the priority lottery. But I still join the general lottery if I can't secure a ticket sa priority lottery or when I want to buy tickets for other artists. So this way may certain privileges yung fans talaga but still inclusive to casual fans/general public. It's very easy as well. Submit ka lang ng application then wait for a week to get the results. For me queing online is such a waste of time and very disadvantageous to a normal working person.

True! Para fair sa lahat. May artist fan club lottery and general public sale lottery.

Tickets should be linked to official ID’s upon purchase and non transferable but can be returned and refunded at a percentage cost before a specific time.

•

u/Maleficent-Fuel-7223 7h ago

I agree! I think we can take this a step further by requiring buyers to submit photos of the front and back of their valid government-issued ID, along with facial verification. One account per person only, to prevent people from creating multiple accounts just to buy more tickets.

This, combined with a lottery-based ticket allocation system, could help make ticket purchasing fairer and reduce scalping, scams, and unauthorized ticket reselling. Of course, personal information should be properly protected, and there should be a secure process for refunds or ticket returns for people who can no longer attend.

The best solution is to stop buying from scalpers. Once a ticket is sold 2nd hand then refuse to buy it. Problem is no fan would have the EQ to actually do this

•

u/pototoykomaliit 14h ago

•

u/mrxavior 14h ago

It would happen for the first few concerts. Scalpers wouldn't dare to repeat the same tactics kung lugi.

I’ve been to concerts in Japan that use the lottery system. It’s for famous groups that don’t promote internationally, so mataas ang demand. Gahaman pa rin ang scalpers, and you’ll find them in reselling sites and social media.

I think the agency has filed with Japan’s data ministry to disclose the names of resellers on the sites, but that hasn’t deterred those doing exorbitant pricing.

A bit too much, but something similar. I heard you can't even select the quantity of tickets awarded to you, for example, if you got awarded to buy tickets for 4 people and you are only buying for 2, you lose the chance, tough luck. Same for those buying for 4 and got awarded to buy for 3. Masyadong random, but definitely discouraging for scalpers.

Yung alam ko na lottery-based concerts, usually kailangan part ka muna ng official fan club nila (which has a membership fee din) or you buy as many albums needed to find that lottery ticket pa lang. Hindi ba it's kinda unfair in a way din?

For Japan's lottery system usually may priority lottery like fan club members, etc. but they still open lottery spots for the general public after the priority lottery even for vvip ticlets. Exception lang is if the concert is exclusive to fan club or certain conditions.

•

u/Maleficent-Fuel-7223 7h ago

May general public lottery system din na completely free to enter, hindi kailangan magbili ng albums or fan club membership! Naka-attend ako ng Eras Tour sa Japan through that.

Mauuna lang talaga yung artist fan club lottery sale, then the following week or phase open na for general public lottery. So may fair chance pa rin for non-members!

tried. the lottery system in japan. ok siya kasi twice ako nagtry ang nanalo ako pareho kaya nakanood ako ng concert hahaha. ung sa first,
gensale lang kaya kelangan lang magreg to apply. sa 2nd time, sumali ako sa membership nung artist para sa membership presale, dagdag bayad nga lang yun

•

u/E123-Omega 7h ago

•

u/panchikoy 14h ago

•

u/Mysterious_Mango_592 10h ago

Actually in my experience sa Japan concerts na napuntan ko, case to case basis on how strict they are. Here are some security features that I experienced: 1. For member only events - they have the name and membership status verified by ID. So you really need to come early. 2. Ticket can only be accessed via app and the app can only be assessed if the number used to register is in the phone. You can only access the app in one phone at a time. 3. QR ticket is generated live so screenshots will not work. If scalpel ka, you need to provide your credentials to the buyer so they can access the ticket

Also, even if scalpers create multiple accounts, they are still not guaranteed to get the spots. Unlike pag queuing, scalpels have advantages because they have more resources or tools. In a way, it won't prevent scalpers but it will be more difficult for them.

I was thinking along the lines of madami tayong mahirap na hindi interested manood ng comcerts. People can just use their identities to create accounts.

Maybe bayaran ko sila ng 1000 pag napili sila, like you create a secondary raffle. Medyo madali palang ang part for assigning names to simcards. Tapos iibenta ang winning simcard.

Madaming organizational considerations. The ticket company would have to invest a lot to make the system foolproof. Then there’s the logistics to be considered on concert day. Dapat may balance between security, accuracy, and efficiency. Do you really want to do a face check or name check lang? If QR, remember the number has already been sold.

We also need to consider yung mga foreign visitors. Sometimes, it’s actually more important to attract forrign spending dahil it benefits the economy. But that is a separate topic.

It is just another layer of protection to make the system more difficult to scalpers. Given additional layer of protection, scalpers will also need additional cost to circumvent the system. It will deter small time scalpers but for sure may mga sindikato na makakagawa pa rin. However, this also gives better chance for normal people to get a slot. Specially for those who are working and no time to queue. Scalpers will only be eliminated if walang bibili sa kanila.

•

u/panchikoy 3h ago

That’s true, kahit sa Japan parang meron din nahuli nandaya nung pokemon ata yon. Madami siyang accounts tapos lahat iisang address lang papadalhan or something.

•

u/rlsadiz 14h ago

Just connect accounts to verified IDs. Pag yun naduga pa nila then its falsification of documents na which is a crime.

•

u/Consistent-Laugh8176 14h ago

It will work once it’s implemented kasi no choice.

•

u/kneepole 11h ago

Scalping is not some mysterious thing that companies are having a hard time solving. They just choose not to, mainly for economic reasons. Think airline tickets -- it's impossible to "transfer" them to anyone except the bearer of the submitted IDs on checkout.

•

u/MoneyTruth9364 8h ago

I heard of Japan's lottery system from Horse Racing. They award tickets for Arima Kinen (G1) via lottery.

•

u/endash_13 8h ago

Yes!! Got to attend Eras Tour JP this way. Also it's a really really great surprise sa umaga pag nagising ka and you saw na napili ka for the ticket.

Medyo hassle lang if hindi tama pagkasetup ng account mo and nagka-system error pero makakapanuod ka pa rin naman ng concert!

Suggestion pero question.

Put a cap on how many tickets (or any item for that matter) that people can buy

•

everything is competition now.
