2% is being generous because the moment they start going down they'll take the rest down with them. Plus we would see half the rich go down causing an economic collapse with almost all the politicians from towns all the way to the federal government being arrested.
You start slow. Take out the ring leaders first. Then replace them with uncompromised officials then just keep moving thru the ranks. You don’t toss em all in jail at once.

Good idea, but how would we get by with only 2% of our government not in prison?
