NCRC’s Paid Adoption Advisory Council Did Not Discuss Forensic Risks or the 2025–2026 Record Scandals

NCRC pays people to sit on its adoption advisory council, yet the meeting notes never mention the big record scandals, and the gas treatments they discussed can mess up scientific tests that check if documents are real.

Record treatments and forensic risks

NCRC’s discussed treatments—fumigation after sample testing and residual-gas checks—can alter paper and ink chemistry and thereby distort or cause certain forensic authenticity tests, such as ink-dating and residue analysis, to fail or lose reliability, though physical features like seals and handwriting usually remain.

The council notes discuss fumigating the records (using gas to kill bugs or mold) and then checking that the leftover gas is gone; that kind of treatment can change the chemicals in the ink and paper, which can make scientific tests that try to tell how old the ink is less reliable or unusable.

Treatment in the notes

훈증 소독 (fumigation) after a sample test, plus residual-gas removal and third-party residual check.

https://www.sciencedirect.com/science/article/abs/pii/S0379073808002879

“Artificial aging has been used to reproduce natural aging processes in an accelerated pace. Questioned documents were exposed to light or high temperature in a well-defined manner in order to simulate an increased age.”

“A standard model for aging processes of ink on paper is therefore presented that is based on a fit of aging curves to a power law of solvent concentrations as a function of time.”

This shows heat changes the solvent levels used to date ink. It does not test fumigation gas itself.

The 3rd meeting included a tour of the National Archives deacidification and restoration rooms. That tour is not a decision to treat the adoption files. A correction note records preservation-specialist advice to fumigate, clear residual gas, verify residue through a third party, and test a similar sample first. The 4th report states that a full condition survey was set aside on cost grounds, that bulk disinfection was considered, and that NCRC was renegotiating a sampling inspection so transfer could proceed quickly if the sample was clean.

Timeline: scandals and council meetings

Public reporting on NCRC record and data problems ran from October 2025 through May 2026. Released council result reports cover three meetings in 2026. The disclosed meeting notes do not show that the scandals were discussed.

| Date | Event | In released council notes? |

|------|--------|----------------------------|

| 2025.7.7 | Hankook Ilbo: temporary cold storage of adoption files in Goyang | No |

| 2025.10.28 | National Assembly audit on warehouse and related record issues | No |

| 2024.11 (reported 2026.3) | Loss of original hard drives from 2013–2019 digitization project (Hankook Ilbo) | No |

| 2026.1.23 | 1st council meeting | Result report withheld |

| 2026.4.30 | 3rd council meeting (National Archives Seongnam). Same day website cross-access leak begins | System errors mentioned; leak not named |

| 2026.4.30–5.2 | Website cross-access: adoptee documents (including passport copies and resident-registration abstracts) and some prospective-parent files visible to other users (Hankook Ilbo, Korea Times) | No |

| 2026.6.11 | 4th council meeting | No reference to leak or lost drives |

| 2026.7.29 | 5th council meeting | No reference to any of the above |

The 1st and 2nd result reports and all verbatim transcripts were withheld under Article 9(1)(5). The released 3rd, 4th, and 5th reports discuss system errors after the 16 March 2026 reopening and slow disclosure processing. They do not record the cold-storage arrangement, the lost drives, the delayed notification, or the April–May cross-access exposure.

Korean adoptee asks National Center for the Rights of the Child (NCRC) in South Korea to allow forensic access to 1983 power of attorney

An overseas adoptee from South Korea with a pending civil appeal has asked NCRC (국가아동권리보장원) to make the paper original of a 7 February 1983 document held as a power of attorney, whose authenticity has not been forensically tested, available for forensic examination.

NCRC is not the defendant. The defendant is the Korean adoption agency. The appeal seeks damages. It does not seek to annul an adoption.

NCRC has said the paper power of attorney was transferred to the adoption agency on 10 September 2025. The court has a request that the document be sent and a written court inquiry on that document. On 7 October 2026 NCRC told the adoptee by phone that the inquiry was received, that it is still under review, and that a formal written reply will be filed with the court before the next hearing. NCRC said it would not discuss the contents by phone. No forensic report is in the court file. The call did not say that a forensic test is being done.

A separate information-disclosure request for an unedited high-resolution image of the fingerprint was refused. An objection was dismissed on 22 September 2026. NCRC cited the Special Act on Domestic Adoption and the Official Information Disclosure Act. That decision is not a finding on whether the document is genuine.

The adoptee asks NCRC to allow a court-appointed examiner to inspect or photograph the paper original or, if any forensic test has already been done, to produce that result to the court. Digital copies already provided were not suitable for examination. This request is for access for a lab. It is not a claim that forgery has been proved.

Park A-reum, who met her mother after 37 years: "Why did the police say there was no matching DNA?" When she hired a private investigation firm, they found her mother in six weeks.

Park could have found her mother two years earlier but missed the decisive chance because of police error.

Asked why they replied that there was no matching DNA, police said: "The person in charge at the time may not have been fluent in English and may have used a translator.

That person has already left the agency so no records remain and we cannot confirm the specific reason."

Similar cases therefore cannot be ruled out.

In 1988 Park went out with her father, got lost, and was sent to an orphanage.

[New book] Orphans “created” to fill quotas… “There Was No Child There”

The author says orphanages looked like "welfare" but were actually a "business," and that inside the cartel children became objects of "trade."
He also says overseas adoption was especially common in Korea because facilities and adoption agencies made money from it.

TRC’s First Public Forum Needs Independent Voices — Not Only Groups Paid by the Same Ministries Under Review

The 3rd Truth and Reconciliation Commission’s first deliberative public forum to include people recommended by victim groups, only works if those seats face checks, balances, and public screening.
Many well-known adoption-related civic groups have received project grants from NCRC/MOHW and, later, OKA—about USD 9.0 million in published tallies for 2013–2025.
That funding does raise a fair independence question: if a group’s budget depends in part on the same Korean public bodies now under scrutiny, the Commission should disclose who nominates the seats and keep the forum open to unaffiliated adoptees.

TRC3 power to request criminal investigations and commissioner views on overseas adoption

Thumbnail

TRC3 now has power to request a criminal investigation after a truth-finding decision. That power can serve adoptee truth, justice, and rights if it is used on cases already tied to possible crimes.

Public debate has also raised possible conflicts of interest among TRC3 commissioners. It has also raised concern about bias in rejecting a trafficking view of Korea’s overseas adoption system.

Conflicts, Bias, and Criminal Document Fraud: What TRC3 Jang’s Opinion Piece Refuses to Address

A “Truth and Reconciliation Commission” is not a “Conflicts of Interest and Bias Commission”.

Korean Criminal Act Articles 228 and 229 address untrue entry in officially authenticated documents and the uttering of falsified public documents. TRC2 already referenced criminal acts in this domain. The evidence base is substantial and long-standing.

TRC3 to Lower Evidentiary Threshold and Strengthen Record Demands in Overseas Adoption Investigations

TRC3 plans to lower the legal threshold by considering historical context and circumstances rather than demanding strict criminal-trial standards, while placing strong emphasis on securing original records and exercising broader subpoena powers under Article 26⑨ over both government and adoption agencies.

A prominent “centrist” commissioner in South Korea’s 3rd Truth and Reconciliation Commission (TRC3) has made clear that he does not view the country’s past overseas adoptions as human trafficking: and does not believe adoption itself was inherently problematic.

This stance stands in sharp contrast to statements by Justice Minister Jung Sung-ho, who described the country’s past adoptions as “forced child trafficking”.

3rd Term Truth and Reconciliation Commission Completes Formation of 3 Subcommittees… Accelerating Preparations for Truth-Finding Investigations

- One commissioner’s law firm was retained multiple times by the Ministry of Health and Welfare (MOHW) in recent years. Another lawyer from the same firm previously served as a non-executive director at the National Center for the Rights of the Child (NCRC).
- Another commissioner has a long history of volunteer work at Holt Children’s Welfare Center, including establishing a volunteer club during her student years.

Many adoptee civic groups have also received funding from NCRC / MOHW, and OKA. While civic cooperation can be valuable, TRC3 should carefully manage these relationships to ensure independent and impartial investigations. In order for TRC3 to fulfill its important mission, strong conflict-of-interest safeguards and full transparency will be critical so that adoptees can have confidence in the process.

Now that Korean govt is in charge of all our adoption stuff, is there a quicker way to speed up finding birth parents?

I submitted my request to the NCRC for both my files and reunification with birth family last winter and like everyone else, it’s taking forever. (The status on my request isn’t even pending right now, they have yet to even pick up the case.) Is there a quicker way to find my family? Like if I spent my own money to hire private investigators, would that actually get me answers or are they limited by govt rules, etc on what they can do?

Anyone here who has tried talking to their APs about race/ethnicity?

I recently tried to talking to my APs about race and ethnicity since I grew up in a very white community, like many other transracial adoptees. We both agreed that we can’t go back to the past and change the fact that it was the norm back then to raise your Korean adoptee as if they were white, so I’m not gonna fault my parents for that.

They asked me how they can be supportive going forward and I told them it’d be nice if they could educate themselves and be more aware of their white privilege since they never thought of me as Asian and “we’ve just always seen you as our daughter.” I explained how the color blind approach is what frustrates me and other adoptees, especially when issues come up like the ICE bullshit in our country and the anti-Asian hate during COVID and it doesn’t even cross their minds that it applies to me. I tried talking to them about some basic race stuff at what I thought was a 6th grade level (e.g. how not having to think about racial issues and turning a blind eye is part of their a white privilege, but they SHOULD be concerned about them since they stopped being a white family the moment they adopted me) but they just gave me blank stares and I really don’t think they comprehend. Anyone else have a similar issue and/or advice on how to better get through to them?

Sidenote: I sent them some articles but their excuse is they don’t read (say they only read magazines) and they’d rather just talk to their friends who have adopted kids from other countries for education instead. They’re also very much blue collar and have nothing beyond a high school education. Told them these aren’t excuses, but they’re boomers and can be very stubborn.

Prospective adoptive parents were called guinea pigs.

Even at a related press briefing, the term “exhausted” was used again.
This was not a slip of the tongue by one or two people.
Are they really in their right minds?

“Overseas Adoption” State Compensation Still Unresolved After 8 Months… Justice Minister Jeong Seong-ho Orders “Swift Decision”

Thumbnail medium.com
5 Upvotes

Kim applied for state compensation in August last year, stating that "public officials in charge of family register affairs accepted false reports from adoption agencies as is, created an 'orphan family register' for me, and neglected it," and requesting compensation to restore the damage from the violation of her right to know her identity and the illegal overseas adoption. However, nearly 8 months later, she has received no contact.
