Gameplay Question Voice Chat can be Disabled?

I’ve been playing since 2021 on PS and I never knew that radios can be disabled. Am I playing on a private crossplay lobby with custom settings? Do those exist now in matchmaking? Or are my settings changed due to Operation Echoes? I know my aiming sensitivity has and it’s frustrating.
