I've looked online, but I'm yet to find information on why this has the tag of a MOLLE hand grenade pouch.

Was it a contract specific oddity, or a manufacturing error?

Boots are amazon cheap basic black lace-up boots, I think they are meant to be fashion boots, hence no padding or bulky structures, so they can be nice and skinny, like old military boots, the like cuff which is present on real French boots I simulated with leather scraps fastened by shoe laces.
