Application on hold

I have applied for MSc computing (AI and ML) on 30th September and my second referee submitted the LoR on 4th October.

Both of my references are completed and my application is still put on hold.I have already emailed engeneering admissions and department, haven't heard back from them.

What could be the probable reason? Since I am applying for the Commonwealth scholarship and need a decision by early December to apply for CSC national sponsoring agency.

Let them review your file; you can't rush them into giving you a quick answer.

Yep, international student.
10.8 submitted → 10.10 refs completed (status changed from "Submitted" to "Application on hold") → still on hold

I think it might be a system issue. Application just opened few days ago, so probably nothing to worry about.
