Transfer Fee Refund

Hi, may naka experience na po ba sa inyo na nagrequest ng service transfer kaso hindi po nacomplete dahil wala na raw po slot sa new area? Ang problem po is nabayaran ko na yung transfer fee, nagdedemand po ako ng refund pero sinasabi nila is magagamit lang siya as advance payment. They also advised me to request for temporary disconnection hanggang mailipat para hindi magbill monthly. May possibility po kaya na maipilit ko na irefund yung ₱2,500 na binayad ko for transfer fee?
