Commodore plus 4 fuzz bar
It's not very noticeable on this screen, but when some games it's very noticeable. It's a fuzzy bar that rolls upwards slowly looping around.
Is this common on +4 computers? Is it noise from the environment?

You can use a c64 PSU and an adapter from American retro. https://ebay.io/m/I9qTdo

Good idea. I have a C64U so that wouldn’t work for me

The topic was commodore plus 4 with a comment that the PSU was hard to find. So he can by a new c64 PSU and this adaptor.

It's 100% the psu.
Tip: plus4 doesn't need 9v ac except user port and cassette port. So you can just build a simple adapter by removing some pins of a DIN7 plug and connecting it to a USB power source.

I'm not that familiar with the Plus 4, but that's generally a sign of inadequate power filtering.
