Grass is my favorite type, and overall I think the grass starters are some of the most solid across the board. That being said, I figured I'd reveal my opinions on how much I like each design, categorized by 1st/2nd/3rd forms.
- Bulbasaur is my favorite pokemon, and it shows with all members of its evo line reaching S-tier for me.
- Bayleaf is A-tier design, but I don't care much for Chikorita or Meganium.
- Grovyle is an easy S-tier pick for middle stage, but Sceptile is not that interesting for me. Treeko is great!
- Torterra is my favorite 3rd stage starter of all-time, and I love Turtwig enough for 2nd place S-tier (just behind Bulbasaur), but Grotle holds the line back from a perfect 10/10 imo.
- Smugleaf Snivy and Serperior are both great A-tier picks for me, but I do not like Servine.
- Chespin is good, and I like Chestnaught alright... but Quilladin doesn't work for me.
- Rowlet is great, Dartrix is OK but forgettable. Decidueye is amazing!
- I don't actually hate Thwackey the way some do, but I don't like Grookey, and Rillaboom would be much better if the drum wasn't involved tbh.
- Sprigatito looks too much like a Neopet for me, Floragato is the worst of the 2nd stage grass starts imo, but I have grown to like Meowscarada with time.
- Browt looks promising! And is almost certainly the starter I'll choose for WiWa.
...overall, I LOVE grass-types, and have always chosen the grass starter up until gen8. They generally start and end well (you'll notice none of the 3rd stages are below C-tier) with their mid-stages being most polarizing, with real winners (Grovyle) and some losers (Floragato, should have stayed on all four legs!)
TL;DR = Bulbasaur, Grovyle, and Torterra as the gold medalists of their stages!
Keep in mind these are my subjective opinions, and you are welcome to hold different opinions of your own! :]
