No? DOCSIS is capable of far higher than 1Gbps. In fact, my connection is 2.5 Gbps down and 1 Gbps up on a DOCSIS connection now.

Whether it’s capable or not is a different question, the issue is a lot of places do not have DOCSIS 3.1 because the cable companies don’t want to spend the money to upgrade the CMTS

Even in the most rural system I service, that's still running analog channels for TV, the CMTS is 3.1 capable with 600 Mbps down / 120 Mbps up.

What's more accurate to say is that a lot of places just simply don't have access to DOCSIS internet and are still reliant on DSL or now satellite with the availability of Starlink. Those underserved communities are the ones to worry about, not the ones that have DOCSIS capability.
