Is this Illinois or somewhere in the Midwest?

I have noticed this in Minnesota. I never saw any as a child, I saw a few around college age, and now I see them everywhere, especially in the north woods

Yeah. When I went to school in Illinois I saw em around my campus and was surprised. I’m from Texas so I had never seen a black squirrel before

Also in MN and didn’t notice them as a youngster. Have a yard full of them now.

OP said PA and I can confirm, I've seen them around PA a few times.

I'm guessing Grand Rapids, Michigan.
