Is there a double standard in the "Fire Lady Katara trope can be problematic?" and the "Southern Water Tribe Adopts Zuko" trope?

Asking genuinely because most rightly point out that if Katara as Fire Lady was unable to practice her culture. That would be horrible for her considering how much her culture means to her. With Zuko though people act like he never liked the Fire Nation's culture, he loves the food, the plays and the dancing dragon, he likes Fire Bending.

Like if her culture is important to her, that is understandable but by all means the SWT Zuko fics should have the same criticism.

If Zutara was made canon, how would you want their firsts to happen (first kiss, first date, first confession, etc.)?

Second question, who do you think takes the more dominant/assertive role in their relationship or is it interchangeable? For instance, who do you think initiates most physical touch or takes initiative to plan dates?
