It looked like she side stepped to let the other person up the stairs to me.

Yeah I'm not entirely sold on it being intentional. She did notice the phone and then pull hers out, and it's a bit weird to stop on the stairs, but everything else just looks like a lady going about her day.

The lady videoing could've waited a bit longer and got her shot.

She did look right at the phone, so she definitely saw it. Even if she didn't stand there to block the shot, it's still pretty rude to stand on the stairs looking at your phone. You can't wait until you're out of people's way before you stop to check your phone?

Either way, it's not being courteous to other people around you.

Doesnt matter cause why would she stop right there?… and look at the phone too?…

Maybe she stopped because she needed to look at her phone. It's like there's no such thing as nuance anymore. It's either this or that.
