That was Bernie adding an amendment specifically to match Medicare drug prices to a VA deal, tacked onto another piece of legislation that was barely passing. It was part of the Inflation Reduction Act, and Bernie proposed this as an amendment. That was 2022. The actual legislation passed 51-50. It included drug cost negotiations, clean enegy investment, and healthcare investment, to name a few things. People are split on whether or not it was good, but Democrats had a razor thin "majority".
Fast forward to 2026, when Bernie proposed a more than 50% cut to all drug prices as a more independent piece of legislation, and the vote is 49-49, with every single Democrat voting in favor.
Obviously the meme doesn't care about any of the nuance here, it's just telling you "Democrats bad, don't vote for them, both sides are the same!"
If you actually think that, I doubt I can do much to change your mind, but I implore you to check what legislation Democrats actually pass vs what Republicans pass.
