Really good anatomy and fun idea!

I hope this isn't taken as being a jerk or rude. I don't understand how she is being light with blue light. Would you mind elaborating?

Other than that, this is a pretty good job! I mean it.

Tysm ✨ I do not consider the question rude.

It’s a night scene; that blue glow is artificial light—specifically, reflected light.
To be honest, I didn't overthink it. There were two main reasons I painted it this way: first, this drawing is part of a sticker set, and I wanted to use a color palette that wasn't the standard or most common one seen in anime. Second, a few days ago, while I was having a beer outside, a scooter with blue lights parked near me. Since it had rained the day before, there was still water on the street, so the blue light reflected onto me, and I thought, "Wow, that’s a nice color to use."

You're welcome! Oh wow... That's a really cool use of light. Now I get it.
